The Rural Electrification Agency (REA) is the Secretariat of the Rural Electrification Board (REB) as established by Statutory instrument 2001 No. 75. The REB’s main _function is to oversee the management of the Rural Electrification Fund (REF) and facilitate the development and implementation of Rural Electrification projects under several sources of funding (i.e. Government of Uganda, World Bank under Energy for Rural Transformation, (ERT) project, SIDA, JICA, NORAD, BADEA, SFD, ADB, etc.)
Rural Electrification Agency (REA) is implementing a number of electricity connection initiatives in line with its Electrification Strategy and Plan (RESP) 2013 — 2022, are aimed at increasing access to electricity to households throughout Uganda. Accordingly, REA is seeking to recruit Ugandan nationals suitably qualified to fill the following vacancies:
Position: Manager, Service Territory Development Operations
Reports to: Deputy Executive Director for Technical Operations.
Grade: REA 3
Job Purpose:
To be in-charge of overall management of the Service Territories to ensure that they operate efficiently and effectively to achieve set electricity access targets.

Key Responsibilities:
  • Head the department and supervise staff of the Service Territory Development Operations Department
  • Ensure that the Service Providers are compliant with the provisions of the Lease Agreements and prudent utility practice
  • Oversee the proper maintenance of the network facilities
  •  identify challenges and offer technical support to the Service Providers
  •  implement all the initiatives for connections and ensure that targeted connections are being achieved both on-grid and off-grid within the Service Territories
  • Coordinate and guide network expansion in the service territory
  • Represent REA in meetings convened by the Service Providers _
  • Oversee and provide technical backstopping to the Service Providers in areas of metering and network operations
    Ensure that the Service Providers maintain an up to date database that is integrated with the National Rural Electrification Database at REA
  • Plan and execute mobilization activities to enhance connections in Service Territories.
  • Set annual performance targets for the Service Providers. Prepare annual report on the connections against the set targets and make projections for subsequent years in line with Government set goals for increasing electricity access.
Required Qualifications:
  • A degree in any of the following fields:
  •  Engineering, Economics, Finance, Business Studies and Commerce.
  •  A Master's degree in Management is a must.
  • Should be a registered practitioner or affiliated to a recognised professional body.
  • At least five (05) years’ experience at senior level of management.
  • At least ten (10) years’ experience working in electricity planning, policy making, regulation or utility operation.
  •  Significant experience in managing complex processes and a proven track record in designing and managing projects.
  • A demonstrated background of professional and strategic leadership, highly motivated and a committed team player.
  • Good interpersonal and communication skills
Terms and conditions of service:
  •  Six (6) months probationary period.
  • Four (4) years contract renewable upon satisfactory performance
  • An attractive remuneration package.
