Background:
The German ministry for Economic Cooperation and Development has commissioned the Gesellschaft fur Internationale Zusammenarbeit (GIZ) with a Programme to Strengthening Governance and Civil Society in Uganda. The main objective of the program is that selected state and civil society actors in Uganda are in better position, to work towards the compliance with human rights and governance principles (transparency. accountability, efficient and effective management and political participation) in their respective areas of responsibility. Structurally the program focuses on three areas: 1) Strengthening External Audit; 2) Strengthening Human Rights in Uganda; and 3) Strengthening Civil Society. For the Programme-component Strengthening Human Rights in Uganda GIZ in cooperation with the National Planning Authority (NPA) is seeking a Human Rights and Governance Advisor who will be based at the NPA. This component focuses its support on fostering the Human Rights based approach as well as the implementation of the Agenda 2030 in National Planning in Uganda, further support local structures of the Uganda Human Rights Commission (UHRC), and provides assistance to the organisational development of the Equal Opportunities Commission (EOC)_as well as selected civil society organisation in promoting . Human Rights in Uganda; in particular for minorities and vulnerable" groups. Strengthening‘. Human Rights Component _is currently looking for a national to fill the position of Human Rights and Governance Advisor and will be responsible for;
Responsibilities
  • Providing strategic, programmatic and technical advice to GIZ partner institutions, in particular the National Planning Authority (NPA) but also the Uganda Human Rights Commission (UHRC) as well as selected civil society organisations (as required) in order to enhance good governance and improving the promotion, protection and realization of Human Rights in Uganda.
  • Management (including the financial implementation) of the GIZ partner institutions, in particular the National Planning Authority (NPA) but also the Uganda Human Rights Commission (UHRC) as well as selected civil society" organisations (as required) in close cooperation with the project leadership.
  • Supporting the component leadership in planning, managing and implementing the mandate of the component.
  • Supporting and further improving the Monitoring and Evaluation (M&E) activities of the component as well as of selected partners.
  • Managing funds reserved for supporting civil society organisations.
  • Establishing and maintaining a regional approach to human rights.
  • Other duties as required.

Within this context, they fulfil the following tasks:
Tasks
  • Leading the design and implementation of a strategic framework for the National Planning Authority and the Uganda Human Rights Commission under the Strengthening Human Rights in Uganda component.
  • Providing strategic guidance in the areas of HRBA, the Agenda 2030 as well as the Agenda 2063.
  • Advising partner institutions on developing project concepts, methodologies and approaches.
  • Advising on training concepts and capacity development measures for staff of NPA and UHRC.
  • Planning and organizing focused effective advocacy to the project partners in the areas of governance and human rights in Uganda.
  • Monitoring the program environment through desk reviews and other means of information in order to documents trends, patterns, developments and risks related to governance and human rights.
  • Participating in relevant activities of government institutions, civil society organizations and international partners with a view to creating synergies establishing/maintaining networks and fostering positive project outcomes.
  • Maintains contact to the regions, including the hubs, as well as the other programmes.
  • Replacing the Head of Component in Donor coordination and other meetings on request.
  • Strengthen NPNs networking with other Government actors including UHRC, UN Human Rights, EOC as well as civil society organisations.
  • Contributing to knowledge management within the GIZ as well as Partner institutions by generating and compiling success stories and best practices for GIZ and partners relevant publications.
  • Connect to the Human Rights Community in Uganda‘
  • Performing any other functions as assigned by the supervisor.
Required Entry Qualifications and Competencies
Formal Education
  • Master's Degree in Law, Administration, social sciences or humanities.

Professional Experience
  • More than five years of relevant professional work experience relating to the thematic areas of Governance and Human rights.
  • Considerable professional experience with Human Rights approaches and mechanisms such as HRBA, Sustainable Development Goals. Equal Opportunities, Gender, and Non-discrimination, administrative procedure, tribunal and policy functions of independent commissions.
  • Considerable Work Experience in/with a Ugandan (governmental) institution (Ministry, Local government, independent institution/commission).
  • Work Experience in or with NGOs is an asset.
  • Experience in M&E .
  • Experience in project management. ' .
  •  Experience in delivering professional training desirable.

Further Skills .
  • Excellent analytical skills. .
  • Excellent report writing skills.
  • Excellent oral and written COlTi!lUIllC8llOl'l skills, in particular ability to summarise complex information in an accessible manner.
  • Excellent Computer skills, in particular advanced word processing, Excel and Power Point.
  • Creativity, innovative thinking and the ability to adapt quickly are desirable traits.
  • German Language skills are an asset.
