National Environment Management Authority (NEMA) on behalf of‘ Government of Uganda is executing a 4-year Global Environment Facility/UN Environment World Conservation Monitoring Centre (GEE/UNEP-WCMC) supported Project called "Connect: Mainstreaming Biodiversity information into the heart of government decision making". The development goal of the project is to help achieve sustainable development by bringing biodiversity i information to the heart Government decision making using actionable biodiversity information. The objective of the project is to ensure biodiversity is taken into account in decision making across government sectors by improving end-users’ access to and use of biodiversity information and embedding biodiversity information within national development decision making processes. To ensure effective and efficient delivery of project outputs and outcomes, NEMA is seeking to recruit competent staff stated below for the National Project Implementation Unit (NPIU). The NPIU will be headed by a National Project Coordinator (NPC) and supported by a National Project Manager (NPM) and Project Assistant (Finance and Administration). The NPIU will manage delivery of project activities and outputs.

Responsibility and Reporting
The National Project Manager (NPM) is responsible for day-to-day; management of implementation of project activities. The NPM will be responsible for overall management and delivery of project activities and outputs. The NPM will report to the Executive Director National Environment Management Authority (NEMA) through the National Project Coordinator. The NPM will maintain monthly contact with UNEP-WCMC, the institute for international Environmental Development (IIED), and the Global Project . Coordinator (GPC).
Duties
  • Sewing as the overall manager of project activities in the respective project country
  • Providing technical and administrative leadership to the NPIU and act as the national representative of the project at regional and international levels;
  • Observing agreed project management procedures in order to facilitate project implementation and ensure delivery of high quality outcomes;
  • In consultation with local partners, prepare national work plans and annual updates including national budget allocations;
  • Facilitate communications and linkages at local, national and regional levels, as well as with the Global Project Coordinator (GPC);
  • Provide support to GPSC meetings as required;
  • Organize national meetings, draft agendas in consultation with Work Package 2, and record decisions of national meetings;
  • Coordinate work among NPIU staff, the national teams and stakeholders;
  • Manage the project budget in accordance with the agreed work plan and approved disbursal of project funds, taking into account the decisions of the National Steering Committee and Global Project Steering Committee;
  • Develop terms of reference of subcontractors and support procedures for executing subcontracts;
  • Assist the GPC in developing monitoring and evaluation reports:
  • Provide timely biannual progress and financial reports to UNEP~WCMC
  • Promote public relations of the project in the country and globally;
  • Maintain good communication with project partners and others in the country
  • Work to secure additional finances, including availing of opportunities for private sector co-financing, for the approved work plan as necessary;
  • Coordinate country provision of committed in-kind and in-cash contributions for the project.
  • Coordinate and contribute to the preparation and publication of national scientific and technical outputs from the Project, in collaboration with WP5
  • Organise national technical and scientific meetings as appropriate
  • Provide technical training and capacity building in relevant technical areas where appropriate
  • identify suitable national technical and scientific experts to participate the ITAUG and provide backstopping to the Project
With regards to relationships with other project staff, the NPM will:
  • Be responsible at national level for the achievement of project objectives, results, and all fundamental aspects of project execution;
  • Report to the National Project Coordinator and Project Steering Committee (PSC)
  • Be accountable to the GPC for the achievement of project objective results and all technical aspects of national component execution.
  • Maintain regular communication with the local and national project partners and others that may be interested in furthering the project outcomes in the country
  • Maintain regular communication with the GPC
  • Supervise the work of the national consultants and other participants.
Qualifications
  • Bachelor’s degree in any of the following: Environment and/or Natural Resources Management, Natural Sciences.
  • Masters degree in any of the above is a MUST. Any other additional relevant qualifications are an added advantage.
  • Minimum of 5 years experience in administration/management of international projects;
  • Experience in project management and administrative management;
  • Experience in facilitating meetings or discussions;
  • Experience with GEF policies and procedures, including log frames and similar project planning tools;
  • Experience working with regional and international partners
  • Willingness and ability to travel frequently nationally and internationally
  • Ability to work effectively with senior government officials, research institutes, non-governmental organizations (N605), and local communities, etc.;
  • Ability to manage budgets;
  • Strong communication skills, including fluency in written and spoken English.
Key competencies/ skill required
  • Working knowledge and experience with Government of Uganda Agencies is desirable
  • Experience in managing multi-stakeholder develop Management projects .
  • Ability to administer budgets, supervise staff at all levels and interact with local stakeholders and Government official
  • Strong drafting, editing, reporting and presentation skills
  • Proficiency in use of computer applications and packages (Excel and word among others)
  • Excellent writing and communication skills
  • Acts as a team player and facilitates team work
  • Facilitates and encourages open communication in the team, communicates effectively;
  • Shares knowledge and encourages the learning of others.
Duty Station
The Project Manager will be based at NEMA Offices in Kampala with frequent interactions with stakeholders and travel to the field as and when necessary.
