National Environment Management Authority (NEMA) on behalf of Government of Uganda is implementing a 4-year Global Environment Facility / United Nations Development Programme (GEF/UNDP) supported Project on "Strengthening institutional Capacity for Effective Implementation of Rio Conventions in Uganda”. The objective of the project is to strengthen institutional capacity for effective implementation and monitoring of Rio Conventions in Uganda.
The project builds on the National Capacity needs Self-Assessment (NCSA) process for implementation of Multilateral Environmental Agreements (MEAs) in Uganda. During project implementation, NEMA will closely collaborate with Rio Conventions Focal points and GEF Operational Focal Point to ensure proper coordination with other initiatives. To ensure effective and efficient delivery of project outputs and outcomes, NEMA is seeking to recruit competent staff stated below for the Project Management Unit (PMU).
During project implementation, NEMA will closely collaborate with other government agencies especially Ministry of Agriculture, Animal industry and Fisheries (MAAlF), Ministry of Water and Environment and District Local Governments. To ensure effective and efficient delivery of project outputs and outcomes, NEMA is seeking to recruit competent staff stated below for the Project Management Unit(PMU). Title: Project Manager
Reports to: Executive Director through the Project coordinator
Vacancies: 01
The Project Manager (PM) shall be the head of the project management team and will be responsible for day-to~day oversight of implementation of project activities. The PM will be responsible for overall management and delivery of project activities and outputs. The PM will report to the Executive Director National Environment Management Authority (NEMA) through the Project Coordinator. The PM will work closely and liaise with UNDP Team Leader for the project.
  • Ensure efficient and effective implementation of the project
  • Plan the activities of the project and monitor progress against the approved work-plan
  • Draft terms of reference and work specifications and oversee all contractors’ work
  • Monitor events as determined in the project monitoring schedule plan, and update the plan as required
  • Manage requests for the provision of financial resources by UNDP through advance of funds direct payments, or reimbursement using the FACE (Fund Authorisation and Certificate of Expenditures);
  • Monitor financial resources and accounting to ensure accuracy and reliability of financial reports and accountability
  • Be responsible for preparing and submitting financial reports to UNDP on a quarterly basis through the Director Finance of NEMA
  • Manage and monitor the project risks initially identified and submit new risks to the project board for consideration and decision on possible actions if required; update the status of these risks by maintaining the project risks log
  • Coordinate with UNDP and project partners to prepare mandatory reports that are part of the process of monitoring, evaluation an project budget in accordance with the requirements of (the donor (s) specified in (the ) project document and / or when the are asked
  • Capture lessons learnt during project implementation — a lesson learnt log can be used in this regard
  • Prepare regular progress reports to NEMA for presentation to the project board as required
  • Prepare the annual performance review report (APR)/Project implementation report (PIR), and submit to the project board and the outcome group
  • Prepare the annual work plan and quarterly plans for each yea in accordance with UNDP guidelines
  • Update the Atlas Project Management module if external access is made available
  • Supervise the Project Finance and Administrative Assistant t ensure timely delivery of financial reports required by UNDP
  • Liaise with project Rio Convention focal points and focal points each pilot district participating in the project
  • Liaise with relevant Government agencies and donors/NGOs on behalf of NEMA
  • Perform any other tasks that may be assigned by NEMA for purposes of enhancing implementation of the project
Qualifications and Competencies
  • Bachelor's degree in any of the following: Environment and/or Natural Resources, Natural Sciences.
  • MSc degree in any of the above is a MUST. Any other additional relevant qualifications are an added advantage.
  • At least 5 years experience in biodiversity conservation sustainable management and climate change interventions Uganda
  • At least 5 years of experience in project/programme management Relevant working experience with government agencies Uganda and the Rio Convention processes
  • Understanding of GEF and UNDP finance and administrative procedures will be an added advantage
  • Experience in managing multi-institutional projects and stakeholder coordination
  • Ability to administer budgets, supervise staff at levels and interact with local stakeholders and Government officials
  • Strong drafting, editing, reporting and presentation skills
  • Proficiency in use of computer applications and packages (Excel and word among others)
  • Excellent writing and communication skills
  • Demonstrates / Safeguards Ethics and Integrity
  • Demonstrates corporate knowledge and sound judgment
  • Facilitates and encourages open communication in the team, communicates effectively
  • Shares knowledge and encourages the learning of others.
Duty Station
The Project Manager will be based at NEMA Offices in Kampala with frequent interactions with Rio Convention Focal Point institutions as well as travel to the field in the project area.
