Kyambogo University is a public university, established in 2003 following the merger of the former institute of Teacher Education Kyambogo (ITEK), Uganda Polytechnic Kyambogo (UPK), and Uganda National institute tor Special Education (UNISE). The University Campus is located on Kyambogo Hill in the capital city, Kampala. Kyambogo University is the second largest university in Uganda with more than 20,000 students. Kyambogo University is a unique institution which has adopted an integrated approach to education, focusing on vocationalizing education at all levels. The University has embraced the fields of science and technology, humanities, business management and entrepreneurship, education and teacher development as well as special needs education. To achieve its mission and strategic goals, Kyambogo University seeks to fill the positions of Deputy Vice Chancellor (Academic Affairs) and Deputy Vice Chancellor (Administration and Finance) as follows:

PURPOSE OF THE JOB
To assist the Vice Chancellor in the performance of his or her functions of ensuring efficient and sound financial management, planning, prudent investment and administration of the University.
DUTIES AND RESPDNSWILITIES
  • To spearhead the development of systems, policies and streamlining the University structure.
  •  To oversee the sourcing and nurturing of qualified and adequate human resources in line with the University’s needs and objectives.
  • To oversee the planning and provision of adequate infrastructure and facilities in line with the University's current and future needs.
  •  To oversee adequate ICT infrastructure and facilities that support efficient financial and administrative operations.
  • To spearhead the mobilization and management of financial resources to achieve the long term viability of the University operations.
  •  To advise and guide the preparation and Implementation of the University’s recurrent and development budgets.
  •  To oversee the development and review of the University's Strategic Plan, investment portfolios and operational plans.
  •  To oversee the development and implementation of a policy framework tor the use and management of the University's fiscal human resources and other assets in accordance with approved regulations
  • To oversee income, banking and expenditure of ail income generating units tor compliance with the University's approved policy, plans, budgets and regulations.
  •  To oversee the production of performance reports on finance and administration by all academic and administrative units of the University.
  • To monitor the development and implementation of staff development programmes.
  • To monitor acquisition, utilization and disposal of University assets and management of the Assets Register.
  •  To oversee the mobilization of resources for various activities of the University.
  •  To oversee the management of security at the University.
KEY OUTPUTS
  • The Vice Chancellor assisted in the management of finances and administration of the University.
  • Systems and policies developed and the University structure streamlined.
  • Qualified and adequate human resources sourced and nurtured in line with the university's needs and objectives.
  • Adequate infrastructure and facilities planned and provided in line with the University’s current and future needs.
  • Adequate lCT infrastructure and facilities put in place to support efficient financial and administrative operations.
  • Adequate financial resources mobilized and well managed to achieve the long term viability of the University operations.
  • Timely preparation, implementation and reporting on the University's budgets.
  • Viable strategic and operational plans and investment portfolios developed and implemented.
  • Policy framework for proper management of the University's fiscal and human resources and other assets developed and Implemented.
  •  Compliance of all University units to financial policy monitored. '
  • Reporting on financial performance by all University units done.
  • Development and implementation of staff development programmes monitored.
  •  Acquisition, utilization and disposal of assets and management of the Assets Register monitored.
  •  Security at the University managed.
PERSON SPECIFICATIONS
The Deputy Vice Chancellor. Finance and Administration should:
  •  Be a full Professor or Associate Professor and a holder of an earned Ph.D. from a University recognized by National Council for Higher Education;
  •  Have at least six (6) years of working experience at senior management position. tour (4) of which must have been served at the minimum level of Dean of Faculty or Its equivalent In to reputable University/Institution;
  •  Have commitment to and substantial experience in networking and participation in financial and administration activities nationally, regionally and internationally;
  • Have proven experience in playing a leading part in national or international policy making in higher education;
  • Have proven management capacity including knowledge of public financial management and strategic people management,
  •  Have thorough knowledge of the structural, legislative, and regulatory framework for management of higher education in Uganda; and
  • Be between 45 and 65 years of age at the time of application.
FURTHER INFORMATION ON THE POSITION APPOINTMENT
in accordance with the Universities and 0therTeriiary institutions Act, 2001 (as amended in 2003 and 2006), successful candidates for the positions of Deputy Vice Chancellor (Academic Affairs) and Deputy Vice Chancellor (Finance and Administration) shall be appointed on contract for five years and shall be eligible for one more term of five years.
RE-APPOINTMENT
Re-appointment for the second five-year term of office shall be in accordance with Section 32 (2) of the above Act and shall be subject to performance appraisal done by the vice Chancellor.
REMUNERATION
An attractive remuneration package will be paid in accordance with Kyambogo University terms and conditions of service

EMPLOYMENI CONTRACT
Upon acceptance of the job offer, the successful candidates for the positions or Deputy Vice Chancellor (Academic Affairs) and Deputy office Chancellor (Finance and Administration) will be required to sign a contract of employment with the University Council setting out the terms and conditions of employment
PERFORMANCE OUTPUTS AND TARGEIS
The Deputy Vice Chancellor (Academic Affairs) and Deputy Vice Chancellor (Finance and Administration) shall sign an annual performance agreement stipulating his or her performance outputs and targets upon which he or she will be assessed annually.
PERFORMANCE REVIEWS
At the beginning of each financial year/performance period, the Vice Chancellor shall undertake a review of the performance of the Deputy Vice Chancellor (Academic Affairs) and Deputy Vice Chancellor (Finance and Administration) which will cover the Following among others:
  • The Deputy Vice Chancellors progress towards the University's strategic objectives, performance outputs and targets as determined by the University Council;
  •  The University’s performance in terms of the quality indicators set by the National Council tor Higher Education and/or the Minister responsible for Education;
  • Any compliance directives issued by statutory authorities; and
  • Other relevant matters determined by the University Council.
