Job Title: Manager, Human Resource & Administration
Location : Kampala

Section: Human Resource &Administration
Job Purpose
  • To Facilitate the development, update and guidance on the overall implementation of various Human Resource and Administrative Policies, & Strategies, Systems and Procedures, to facilitate the realization of the organizational objectives.
  •  To ensure that appropriate staff are recruited, placed, developed and retained within the organization in tandem with the Policies and Procedures in line with the Terms and Conditions of Service.

Key Duties/ Responsibilities
  • Develop, update and guide the overall implementation of various Human Resource and Administration Policies, Strategies, Systems and Procedures to facilitate the realization of organization objectives;
  • Manage and coordinate Organizational Development and Change Management in line with the Corporate Strategy;
  • Develop, manage and coordinate the Performance Management Process and instill a Performance Culture amongst staff;
  • Develop and implement the Staff Development Plan;
  • initiate, design and effect appropriate recruitment, selection, and placement Policies and Procedures in line with the Terms and Condition of Service;
  • Develop and implement cost effective fleet management and asset management systems and procedures that support the realization of strategic objectives ot the Organization;
  • Develop and Monitor the implementation of the section of Administration and Human Resource Plans and Budgets;
  • Develop need based management and Leadership Development Programmes in line with the organizational strategy and objectives;
  • Monitor and enforce standards of services delivery for outsourced! contracted providers;
  •  Perform any other duties as may be assigned.
Finance Assets: Ensure that resources (Financial and Physical assets) entwisted to you are utilized in a prudent and transparent manner.
Resource Mobilization: Spearhead the development of the Annual Work Plan & Budget for Human Resource and Administration unit of the organization.
Public Relations: Represents the section of HR and Administration in Management meetings.
Staff Responsibility: Oversees Staff Performance Appraisal throughout the organization; Any other official duties as may be assigned by the Supervisor.
Education Requirement
  • MA Public Administration and Management, MA Public Policy &Administration or Masters in Human Resource Management.
  •  Degree in Public Policy &Administration, Human Resource Management Psychology or related discipline.
    Experience & Skills
  • Should have strategic thinking skills, be able to understand and interpret technical reports and have the capability to communicate and explain the Organization’s activities and decisions.
  • Should be a team player and system oriented.
  •  Should have eight (8) years working experience in a reputable organization at a senior level.
Personal Attributes:
  • Should be a person of proven integrity, maturity and possess an ability to manage confidential information;
  •  Ability to work within strict timelines, self-motivated, able to work with in minimum supervision;
  • Should have proficiency in the relevant computer packages, good analytical, leadership, team management and people skills.
