Currently there are over 898,082 refugee and asylum seekers in Uganda and the number is increasing with an estimated 1100 new arrivals every day in the West Nile region. Bidibidi is one of the largest camps today with over 230,000 people living in squalid conditions and struggling for social services. Over 90% of the refugee women and girls arriving at the Centre’s report having been subjected to one from or another of gender based violence. Within the refugee camps, women report continued abuse especially late at night when they move to fetch water. 72% of the survivors that have reported abuse in the camps are below 18 years. Gender based violence in the camps is complex and a critical factor in the successful humanitarian response in this region. Ongoing interventions will therefore require to strengthen coordination and networking with the different humanitarian actors including office of the Prime Minister, the UN agencies, government departments and service providers jointly strengthen and support interventions in this area.
Against this background, the GBV Officer will be expected to support the GBV Specialist in placing emphasis on partner and staff development, building relationships and contributing to coordination processes with different stakeholders, ensuring integration of GBV interventions into mainstream prevention and response sectors. The Emergency GBV Officer will support CARE Uganda‘s GBV Protection intervention in the West Nile region, funded by ECHO in partnership with Oxfam international in Uganda. In addition to activities around WASH and Shelter, the project aims to reduce violence against women, promote services for survivors of violence and enhance the capacity of partner organizations and other humanitarian organizations working in the area of GBV prevention and response. The Emergency GBV Officer will be responsible for supporting the development and implementation of project strategies and plans, and ensuring effective partnerships are strengthened with other humanitarian actors and District local governments in the area of operation‘ S/he will ensure that project resources are utilized efficiently and that the project is able to save lives of refugees and host communities directly or indirectly affected by gender based violence. Job and Person Specification (Requirements) A first degree in Development Studies, Women and gender studies, Social sciences or in a related field. A post graduate degree/diploma in a relevant field is an added advantage. 5-7 years and working experience and knowledge in implementing GBV projects and mainstreaming psychosocial programming In ’ development work Good understanding of the UNHCR and local governments operational procedures and systems.
