It has and continues to implement programs in Acholi and Karamoja sub regions. Mercy Corps is taking a community-led, market driven approach to address poverty and food insecurity needs through interventions that get to the root causes and contributing factors of economic vulnerability. Donors include the United States Agency for International Development (USAID), DFID, Mastercard Foundation, WALMART Foundation, Coca Cola Africa Foundation, US Depart of State (DOS) /PEPFAR, ECHO and Nike Foundation.
Job Summary: The Senior Monitoring, Evaluation, Learning & Communication Manager will provide 100% support to all Mercy Corps country programs in Uganda. The Senior MELC Manager is a key position in Program quality assurance, accountability, documentation and learning unit. The unit exists to support program design, implementation and utilization of information collected at different stages. The position holder will be responsible for providing the core functions for ensuring strong MEL performance of programs, coordination of documentation, learning and communication processes. The position holder will support programs in strategic planning and execution of monitoring, evaluation, learning and communications activities, ensuring quality in accordance with accepted standards, providing essential feedback for learning, accountability and decision making. S/he will be responsible for providing internal capacity building for program staff on monitoring and evaluation activities as well as review and development of necessary tools that feed into needs of Mercy Corps, partners and donor reporting requirements.
Key Duties and Responsibilities:
Working under the supervision of the Director of Programs, the Senior Monitoring, Evaluation, Learning & Communication Managewill be responsible for the following key functions. Technical Leadership of DPMELC
  • Provide in-country program design, MEL and research planning as well as guide the incorporation of all best practices of MEL in proposal design stage for effective program management during implementation, and for high quality, utility focused evaluations to feed into program design, planning and strategy.
  • Provide leadership and training to ensure programs meet minimum standards, use necessary DPMELC systems and tools to inform and improve each individual programs and feed into broader nation-wide DPMELC system, country strategy and agency level information system
  • Stay abreast with developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results.
  • Provide guidance in developing and technical back-stopping from program start-up and planning for new country programs Leadership in Program Quality
  • Coordinate all program management at Mercy Corps (PM@MC), maintaining documentation of minimum standards, assisting with quality assurance processes and reviews and coordinating new initiatives (e.g. PQ/MEL Gap Assessments, M&E Tech and DIG/AMS) at MC Uganda to fit within the overall DPMELC country strategy and the overall agency wide campaign for impact both in-country and regional levels.
  •  Ensure that program design, planning and measurement frameworks includes well defined and embedded cross cutting issues to include but not limited to gender, conflict and governance, resilience lens, age and sex disaggregated data to prove and improve program management quality Internal and External Coordination.
  • Provide support and coordinate with in-country Programs and support function in all aspects of MEL and information management and support the development of good practices and sharing of lessons learned.
  • Ensure quality engagement with HQ to coordinate agency measurement requirements and other MEL initiatives and learning opportunities by taking more central role in country strategic planning and support achieving and articulating the corner stones of Impact, Innovation and Influence.
    Capacity building:
  • Build capacity of all relevant team members to understand and implement MEL related tasks, including systematic reflection and analysis of program M&E data. Work with senior leaders and HR to ensure MEL skills are built in to all program PDs and all staffs responsibilities and that there is a system of accountability
  • Navigate learning platforms and Identify the MEL training needs, coach, train, and mentor MEL team and implementing partners with a view to build capacity and maintain high technical standards with the aim of strengthening their technical capacity, exchanging knowledge within the MEL team and providing professional development guidance in conjunction with the MEL Manager Learning-oriented, participatory MEL
  •  Create an environment that supports and offer incentives for Program managers, MEL staffs, primary stakeholders, to see values and usefulness of MEL and not as bureaucratic task but rather as an opportunity to discuss problems openly, reflect critically, and learn what changes are needed to enhance impact and collective ownership of results.   • Provide leadership, in collaboration with Director of Programs in all aspects of MEL and information management as well as ensure close integration of DPMELC system with other program management processes and information flows to enhance program quality and effectiveness.
  • Participate in the facilitation of country and sector level strategic planning sessions, assisting Program managers, MEL Managers in coordination with Director of Programs to ensure that activities are implemented on plan and progress towards targets is not compromised
  • Ensure that donor, partners, and Senior Management data queries are addressed in an accurate and timely manner and clarify the core information needs of management and provide relevant and timely information to the Program & Organizational development Manager Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development
Qualifications, Skills and Experience:
  • The ideal candidate for the Mercy Corps Senior Monitoring, Evaluation, Learning & Communication Manager job placement should hold a Bachelor’s degree in Economics, Agriculture, Demography, Statistics, Business administration or relevant field (Master’s degree is desirable)
  • A minimum of five to nine years of program management and communications experience
  • Excellent writing and analytical skills
  • Three years of experience in conducting monitoring and evaluation for market system development programs
  •  High technical knowledge of quantitative and qualitative research methodology and analysis, reporting techniques.
  •  Previous experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies.
  •  Proven ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
  •  Computer literacy i.e. Skills of Microsoft excel and Access (other relevant statistical analysis packages will be an added advantage).
  •  Fluent both spoken and written English. Luo language skills is a plus
  • The ideal candidate will have the ability and curiosity to work comfortably and effectively in the cultural, relatively poor infrastructure of Acholi and Karamoja sub region ( With 65% field travel frequency ) S/he will have a diverse program experience for monitoring and evaluation of complex programs development.
