The mission of the Infectious Diseases Institute (IDI) is to build capacity of health systems in Africa for the delivery of sustainable, high quality , care and prevention of HIV/AIDS and related infectious diseases through I training, research, and advanced clinical services. IDI has five operational areas through which it works to achieve its mission: Prevention, Care and ‘ Treatment; Training, Research and Laboratory services (provided through I a partnership with the Makerere University-John Hopkins University Core ; Lab) and Outreach. The Infectious Diseases Institute in partnership with the Population Council was recently awarded a S year grant by the US Centres I for Disease Control.
The grant is intended to provide the MoH and CDC-supported Implementing ; Partners (IPs) high-quality technical assistance and strengthened capacity to deliver high quality HIV care and treatment services to key and priority populations. The specific objectives of the grant include (a) collect, monitor, and evaluate combination prevention and treatment interventions; (b) Z develop and implement prevention and treatment activities in collaboration with the community and MOH; (c) support the MOH to improve KPI, PP surveillance; and (d) support implementation of existing government strategies and guidelines and development of a national strategy for delivering HIV services to KP/PPs. In order to achieve the above, IDI wishes to recruit motivated and dynamic employees indicated below;
Job Title: Monitoring & Evaluation Officer – Strategic Programming for key and Priority Populations

General Summary
The monitoring and evaluation (M&E) Officer will be responsible for providing technical support in the design, implementation and review of the project's HIV-related monitoring and evaluation activities.
Educational Requirements
  • Bachelor's degree in Statistics.
  • Master's degree in Public Health, Epidemiology, Statistics or related field.
  • Postgraduate training in project Monitoring and Evaluation is an added advantage.
Minimum Experience and skills
  • Minimum of four years of relevant experience in Monitoring and Evaluation of large scale health and HIV/AIDS service delivery and systems strengthening programs
  • Must have excellent writing, presentation and communication skills.
  • Experience in design, development and implementation of M&E systems; preferably in the health sector.
  • In depth knowledge of monitoring and evaluation of HIV/AIDS programs including Ministry of Health (MoH) tools and reporting processes.
  • Knowledge of PEPFAR/USG programming policies and regulations, procedures and practices.
  • Demonstrated experience in collaborating with varying types of partners.
Summary of Responsibilities
  • In collaboration with the Project Director and technical advisors, develop and monitor the implementation of project evaluation and performance measurement plan.
  • Monitor project progress and impact in line with performance indicators agreed upon with the donor
  • Develop and monitor the implementation of data reviews (baseline, midterm, and end lino) to establish project progress and impact in relation to project objectives.
  • Develop and monitor the implementation of project guidelines for data utilization and feedback mechanisms internally and externally including periodic organizational team reviews to improve performance in line with project objectives
  • Develop and review MIS specifications for the project and monitor functionality of the districts’ Health Management information System (HMISI including DHlS2 and Open MRS in line with MOH guidelines.
  • Coordinate project development and monitor implementation of the project capacity-building plan including training, mentorship and support supervision.
  • Develop and maintain systems and procedures for generating quality project reports to key stakeholders in line with the project objectives.
  • Develop and maintain strategic partnerships and networks with MoH, districts, donors and other key stakeholders for comprehensive, relevant and harmonized interventions in line with various program objectives.
  • Lead the development and sustainability of an effective M&E system for the project.
  • Facilitate the process of developing capacity of implementing partners to monitor and evaluate strategic programming for key and priority populations.
  • Oversee the data management processes and track performance that will inform programming.
  • Contribute and participate in conducting project self-assessments and addressing the M&E capacity gaps that are identified. Support the implementation of HiV-related surveillance surveys and population size estimates of key and priority populations.
