Doctors with Africa CUAMM is currently recruiting for a Referral and Linkages Advisor and Officers for the Regional Health integration to Enhance Services-North, Lango (RHITES-N, Lango) Project, funded by the USAID. RHITES-N, Lango will improve the use of integrated health services in Northern Uganda's Lango region and strengthen the health system to sustain gains made by earlier projects. RHITES-N, Lango will contribute to improving key population-based national health indicators; build the capacity of the Ugandan Government to carry out a sustainable and locally-driven response to the HIV epidemic, while also improving TB, malaria, nutrition, MNCH+A, and WASH outcomes. Our team will work with local stakeholders to design and implement health system strengthening strategies to scale up high-impact, evidence-based interventions at the national, sub-regional, district, and community levels. Interventions will include VMMC, virtual elimination of mother-to-child transmission of HIV, antiretroviral therapy, and other HIV prevention activities. The Project will work with relevant Government and non-governmental stakeholders to scale up high impact evidence based interventions at National, Regional, District and Community levels to realize the project goal. To make this happen strong effort will be made to increase uptake and ensure retention and improved outcomes tor all conditions. Districts health teams will be supported to plan for implement and supervise in an integrated manner all referral, linkage and retention activities to ensure quick initiation into care, continuity of care and an effective community facility linkage that works to promote bi-directional referrals between communities and facilities including private health providers.

RHITES-N Lango is inviting applications from eligible candidates for the following positions:

2. Project Officers - Linkages and Referrals - (4 positions)
Based in Lango districts.

To map, assess capacity, build capacity of community facility linkage structures and processes in place. Work with DHT and Community Development Office to strengthen community based structures that will create demand for health and nutrition service, strengthen client appointment and tracking systems at the supported health facilities; support the functionality of CHEWS, VHTs, MNCH Peer Mothers, Adolescent champions, Male action groups and Family support groups within the supported districts, Support the successful implementation of the community referral system including the use of transport vouchers, Motorcycles and Vehicle Ambulances; strengthen the use of quality improvement approaches in the referral and linkage system and other community activities; Participate in Co-ordination Meetings and related forums with other NGOs, CBOs implementing community actions at district level. With DHT and Facility in charges, support planning for and implementation of integrated outreaches at district level. Together with the DHT, train and Mentor health workers on Ministry of Health tools and processes tor linkages and referrals and support DHOs and District biostatistician to ensure that all data on community interventions are properly and timely reported on monthly basis and the same is accurately and timely fed into District Health Information System (DHISZ). Ensure proper documentation of work done achievements realized, lessons learnt, and best practice throughout the program implementation. S/he will report to Senior Advisor— Linkages and Referrals.

Job requirements:
Bachelor's degree in Sociology, Social Work and Social Administration, Community Development, Community Health, Development Studies or related courses. Postgraduate qualification in Public Health, Sociology or Community Health would be an added advantage. A minimum of 3 years’ experience in HIV/TB/MNH/Malaria/Nutrition related community work with Government Institution or NGOs involved in community work. Excellent communication skills and strong inter-personal skills, Fluency in written and spoken English and a working knowledge of Luo. Ability to work in a multi-disciplinary team with frequent travel to the field. Have solid computer skills. Knowledge of the relevant Uganda national health policies, strategies and structures.
