The Uganda Protestant Medical Bureau, a leading Christian organization coordinating 294 Member Health facilities all over Uganda, is inviting applications for the following positions front suitably qualified individuals to work as part of a professional and self-driven team. JOB TITLE: Monitoring and Evaluation Officer(s)
REPORTING TO: Regional Project Manager
DUTY STATION: Riverizori Regional Office
JOB OBJECTIVES:
Play a leading role in developing M&E plans for programs and projects tools for monitoring and evaluation, monitoring the achievement of program and project objectives and conducting intermediary evaluation activities. Spearhead capacity building of implementing facility staff in monitoring and evaluation including health information management The job holder shall also ensure that there is continuous delivery and utilization of information from member health units in line with the current National and project reporting policies and guidelines
Major functions:
  • Support the project in establishing M&E frameworks and systems to ensure effective implementation of the project plans as well as key project based initiatives,
  • Work with member units to ensure the collection of relevant and appropriate data which is needed for an effective M8iE system to be utilized in monitoring of strengths, weaknesses and gaps in program implementation
  • Produce periodic (monthly quarterly and annual)M&E reports based on agreed performance indicators that shall guide decision making and program implementation.
  • Act as liaison between the UPMB secretariat and the supported facilities on matters of M&E.
  • Support facilities to functionalize Uganda EMH
  • Support facilities to implement CQI to improve program implementation
  • Ensure that member units are regularly provided with national HMIS tools and relevant staff are oriented and updated on HMIS policies guidelines and tools
  • Ensure submission of data into the national online systems such as DHISZ, OPENMRS. Mtrac etc
  • Documentation of best practices and lessons learnt
Qualifications and required attributes Degree in Statistics or a qualification in a related field
  • At least tour (3) years of experience in M&E programs for large NGOs with good working knowledge of the Uganda national HMIS and HIV reporting program ie Uganda EMH
  • The job will require a lot of travel; evening and weekend hours maybe required from time to time.
  • Excellent oral and written English communication skills
  •  Objectivity in problem solving, Strong analytical skills
