Job Description

Position: Head of Business Technology
Location: Head Office,
Reports to: Managing Director
Positions: Systems Administrator, Database
Supervised: Administrator, Network Administrator

Working Relationships
The Head of Business Technology is a member of the Senior Management team and he/she maintains regular contacts with the management and staff of both field and Head office. The position requires him/her to report directly to the Managing Director.

Functional Statement
Under direct supervision of the Managing Director, he/she performs ICT strategic Leadership, ICT management, ICT operations and support. He/she is supposed to submit detailed monthly report to the Managing Director on matters concerning Information Management Systems (MIS), and performs other functions that may be needed from time to time.

Duties and Responsibilities
Apart from being asked to perform other official functions as required he/she shall perform the following duties and responsibilities:

Duty Na. 1 ICT Strategic Leadership

  • Develop and maintain ICT Strategy, related policies and standards in alignment with the corporate strategies.
  • Prepare, review and monitor the ICT Annual Budget and Operating Plan to ensure effective implementation of the ICT Strategy
  • Provide leadership to the ICT team and advise on ICT Developments and Policy Issues
Duty No. 2 ICT Management

  • Maintain an aggregated view of all significant/rnajor ICT projects’ status and schedule for implementation and support across the Institution.
  • Work closely with the entire ICT team to ensure that the Core MIS Software, Supportive Hardware infrastructure and other supportive applications are running throughout the day‘
  • Manage the introduction, implementation and support of appropriate ICT in the institution in line with best practice and standards
  • Initiate, execute and manage a structured end-user capacity building to ensure optimal and efficient use of all the ICT systems/tools available in the organization inclusive of staff training and mentoring in ICT related areas till Manage relationships with all stakeholders in the ICT industry ‘ both internally and externally to Hofokam.

Duty No 3 ICT Operations and Support

  • Deploy and maintain appropriate ICT Infrastructure and Connectivity solutions for secure, efficient and effective flow of information to facilitate operations and decision making in the Institution.
  • Deploy and maintain appropriate Business Applications that support critical business processes to ensure accurate data gathering, storage, retrieval, processing and reporting to facilitate operations and decision making on a 24/7 basis.
  • Deploy and maintain appropriate security systems that ensure Network, Systems and Data Security from internal and external security threats.
  • Develop, document, implement, test and review Business Continuity processes.
  • Using the installed MIS, the Head of Business Technology provides management with the necessary reporting system that translates the quantitative status of loan operations into reports, charts and graphs that can be used in the analysis of the financial and operational health of the organization
  • Updates the clients weekly loan statistics indicating the number of village banks, number of members, total loan releases, repayments, average loan size, etc.
  • Ensures that the MIS computerized system produces accurate reports on time and dissemination is done to appropriate stakeholders as a guidance to meaningful decision making;
  • In coordination with the Branch Management, he/she Supports Staff and with the guidance from the Managing Director and or Head of Finance, prepares reports required by the different stakeholders and other pertinent documents.
  • Packages Monthly, Quarterly and Annual Reports for Managing Director to present to the Board of Directors to guide it in its oversight role;
  • Determines report requirements of development partners and ensures the accurate and timely submission of them (in co-ordination with the Finance department and field offices);
Qualification/Person Specification
The position of Head of Business Technology is a sensitive one and highly technical and therefore requires someone highly analytical and with maximum integrity. He/She possess the following:

  • A degree in MIS/IT/Software Engineering/Computer Science,
  • Minimum of 3 years in Managerial position.
  • Others: Microsoft Certified Systems Engineer (MCSE) and familiarity with Cobit 4.1/lSO27001/2 framework will be added advantage.
