The Monitoring, Evaluation and Learning Officer (MELO) reports directly to the Country Head Of Office The incumbent receives technical advice and supervision from the Regional MELO. The MELO collaborates with staff, not only at the country office level, but also within the broader region and across the organization, globally.


  • Manage and implement RTP‘s country-level MEL plan, within the RTP global MEL framework and specific to country strategies, needs and contexts
  • Coordinate and monitor program activities and outcomes and support the development of program reports.
  • Support program design and planning at the country level by conducting appropriate assessments and provision of technical assistance.
  • Support and/or lead program evaluations and help the country office to utilize evaluation findings in their planning and decision-making.

Bachelor's Degree in Social Sciences, Development or related discipline. Training in M&E such as university courses, workshops, certificates. The suitable candidate must have at least 3 years’ of practical working experience in developing and implementing M&E frameworks in social programs. Extensive experience in data collection, data analysis and management for both qualitative and quantitative data.

Competencies /personal attributes: Advanced interpersonal and written and verbal communication skills, Strong analytical and conceptual skills to think and plan strategically and to identify trends, proven writing and presentation skills. Technical skills: Knowledge of program evaluation designs and approaches, child-friendly data collection methods, Knowledge of developing SMART indicators statement, Computer literacy in MS Word, Excel and internet,
