JOB DETAILS:
Ministry of Water and Environment with the support from Adaptation Fund is executing a project on Enhancing Resilience of Communities to Climate Change through Catchment Based Integrated Management of Water and Related Resources in Uganda (EURECCCA).
The project started in May 2017 and will be completed by April 2021. It is implemented in 3 catchments of Aswa in Upper Nile Water Management Zone (WMZ), Awoja in Kyoga Water Management Zone and Maziba in Victoria Water Management Zone.
The Ministry of Water and Environment as an execution Entity therefore wishes to recruit qualified persons to provide technical support to the project as specified below.

Job Title: 3 Project Technical Officers
Reports to: Team Leader, Water Management Zone (WMZ)
Duty Station: Lira, Mbale & Kabale /Mbarara
Terms of Appointment: One (1) year Contract (Renewable subject to satisfactory performance)

Duties and responsibilities:
  • Provide technical advice to stakeholders in the preparation and implementation of water resources related investment activities in the catchment
  • Contribute to preparation of Terms of reference and specifications for works and consultancy services
  • Plan and budget for timely implementation of technical activities in the catchment
  • Review and update technical designs, specifications, bills of quantities, standard tender and contract documents for design, procurement and construction of catchment investment measures in the catchment
  • Supervise works and services under the project in water harvesting, tree planting, wetland restoration, river bank protection etc and organizing site meetings for the different projects
  • Undertake environmental assessment of priority measures to be implemented in various locations to ensure compliance with environmental and social safeguards
  • Coordinate the operations of the demonstration site and ensure that activities in there are well coordinated and implemented.
  • Prepare payment certificates for contractors and consultants
  • Prepare monthly/quarterly /annual technical work plans and progress reports
  • Any other duties that may be assigned from time to time
Qualification and Experience:
  • Applicants should have a minimum of an Honours Bachelor’s degree in Civil/ Agricultural Engineering, Natural resources/ Water resources management, Agriculture, Forestry, or related fields.
  • He/she should have at least 6 years of relevant and practical experience in implementation of projects related to catchment/watershed management.
  • He/ She should have sound knowledge and experience in implementation of catchment management measures such as soil and water conservation, tree planting, wetland restoration, river bank protection etc.
  • General experience in water resources planning, investment projects preparations and implementation of catchment restoration measures involving livelihood improvements and income generation activities is an added advantage.
