Duty Station and Travel: Kampala, Uganda with regular field travel
Contract: 12 months with possibility of extension
Reports to: Country Director, Uganda
Responsible for : Program teams with direct line management of program/Field Managers

Background
War Child Canada (WCC) is a Canada based international charitable organization with the vision of “a world where no child knows wan’. War Child Canada works with war aitected communities to help children reclaim their childhood through access Justice, Education, and Opportunities with cross cutting themes oi child Safeguarding and Gender. War Child Canada also takes an active role in raising public awareness around the impact of war on communities, and the shared responsibility to act.

War Child Canada currently works in Afghanistan, Iraq, Jordan, Kenya, Democratic Republic of Congo (DRC), Sudan, South Sudan and Uganda. War Child Canada has been operational in Uganda since 2005, registered as an International Non-Governmental Organization (INGO) and as a Law Firm, and is currently implementing Protection/Access to Justice, Education and Opportunities Programs for refugees and host communities in refugee hosting districts of Adjumani, Moyo, Yumbe, Arua, Lamwo in West Nile Region and Northern Uganda, and lsingiro district in South West Uganda.

Position Summary
To ensure effective management of programs and to support scale up. The Head of Programs will provide oversight and leadership in the design, development, implementation, monitoring and evaluation of War Child Canada programs in Uganda. Working closely with the Country Director, the Hoh holder will actively contribute to the implementation of the Country Strategic Plan and development with emphasis on overall quality programming and increased program funding. '

Main Duties and Responsibilities
Program strategy, Direction and Implementation: Working closely with the Country Director and Senior Management Team; the job holder will provide leadership, oversight and guidance on program strategy, direction and implementation (30%) Program design and development: Will provide leadership in the rollout and use of War Child Canada's Program Framework; and strengthen the organizational capacity to effectively design and implement programs (30%) Institutional Fund Development: Develop and support institutional fundraising in accordance with War Child Canada's program framework and actively develop and maintain positive relationships with other INGOs and local partners in Uganda (25%) People Management: Be responsible for performance based management and capacity development of WCC Uganda program teams and ensure the programme has adequate staffing levels by continually identifying gaps and developing plans and/or requests to support in addressing them (15%).
Requirements

SKILLS, KNOWLEDGE AND EXPERIENCE:

Essential:
  • Post graduate degree in International Development, International Relations, Agricultural Economics, Development studies or equivalent demonstrable experience in relevant fields.
  • A minimum of five years’ experience as Head of Programs (HoP) or similar senior level position, including management and development of country programs,
Desirable:
  • Proven ability to develop and manage quality programs. in one or more of WCC’s three global program pillar areas oi Education, Livelihoods and Access to Justice, including proposal writing and budget preparation.
  • Qualifications in Project Planning and Management
  • Good understanding of security and risk management. Skills and Abilities:
  • Demonstrated ability to think strategically, prioritize and meet deadlines in a complex and challenging environment.
  • Ability to work well with diverse teams from all backgrounds. Personal Attributes:

  • Politically and culturally sensitive with qualities oi patience. tact and diplomacy.
  • Creative, energetic, adaptable and flexible.
  • Stress-resilient to be able to manage multiple tasks and cope with deadlines and complex problems.
Salary and Benefits
Salary will be commensurate with experience and qualifications. Benefits include travel to and from duty sites, vacation, accommodation and insurance as per War Child Canada contractual standards.
