Background:
John Snow, Inc. (JSI), a leader in the field of international public health, is currently recruiting for a various position for the USAID-Regional Health Integration to Enhance Services-North, Lango (USAID-RHITES-N, Lango) Project. USAID-RHITES-N, Lango will improve the use of integrated health services in Northern Uganda’s Lango region and strengthen the health system to sustain gains made by earlier projects. USAID-RHITES-N, Lango will contribute to improving key population-based national health indicators; build the capacity of the Ugandan government to carry out a sustainable and locally-driven response to the HIV epidemic, while also improving TB, malaria, nutrition, MNCH+A, and WASH outcomes. JSI will work with Ugandan stakeholders to design and implement health system strengthening strategies to scale up high-impact, evidence-based interventions at the national, sub-regional, district, and community levels. Interventions will include VMMC, virtual elimination of mother-to-child transmission of HIV, antiretroviral therapy, and condom education and distribution. JSI will focus where the greatest impact can be realized, with a priority on hard-to-reach and high-HIV-prevalence locations. RHITES-N, Lango is a five-year contract. The JSI team includes Amref Health Africa, Doctors with Africa CUAMM, Another Option, and Medical Concierge Group.

Job Title: M&E officer dreams (key/Priority Population)
report to: M & e Manager
contract terms: Fixed Term

key responsibility:
  • Oversee the capture registered girls’ data in the DREAMS database Uganda DREAMS Tracker(UDTS) by providing technical guidance to AGYW data entrants.
  • Work closely with district teams to ensure availability of all necessary DREAMS tools at all times
  • Collect finer-age-group disaggregated data on HTS for adolescents and young adults and engaging with the DREAMS
  • Monitor DREAMS progress to target by program area and segment for the district by routinely analyzing the data and providing feedback to the project staff and stakeholders.
  • Promote data use at all level of project and stakeholders
  • Run DQAs and data checks for entries in the UDTS to ensure the data is complete and free of error
  • Mentor and train AGYW data entrants in entering data in the UDTS
  • Oversee case file management in the whole district
  • Be responsible for collection and compilation of data on Key populations / Priority populations
  • Perform any other duty as assigned by the supervisor
Qualifications, skills and experience:

  • The ideal candidate for the DREAMS Program Area Officer M&E job opportunity should hold a Bachelor’s degree in Statistics, Quantitative Economics or related field
  • Experience working with the DREAMS Program is an added advantage
  • Experience working with PEPFAR and district reporting systems like DHIS2 and HIBRID is an advantage
  • Experience working with the Uganda DREAMS Tracking System (UDTS) is an added advantage
  • Good communication and presentation skills
  • Good interpersonal and leadership skills
  • Ability to work in a rural and multi-cultural environment
  • Ability to work under minimum supervision
  • Experience working with the community-based organization
  • Knowledge of local language, district, and area (added advantage)
