Ministry of Water and Environment with the support from Adaptation Fund is executing a project on Enhancing Resilience of Communities to Climate Change through Catchment Based Integrated Management of Water and Related Resources in Uganda (EURECCCA).
The project started in May 2017 and will be completed by April 2021. It is implemented in 3 catchments of Aswa in Upper Nile Water Management Zone (WMZ), Awoja in Kyoga Water Management Zone and Maziba in Victoria Water Management Zone.

The Ministry of Water and Environment as an execution Entity therefore wishes to recruit qualified persons to provide technical support to the project as specified below.

Job Title: Monitoring and Evaluation Officer
Reports to: Project Coordinator, EURECCCA Project
Duty Station: Kampala with frequent visits to the field.
Terms of Appointment: One (1) year Contract (Renewable subject to satisfactory performance)

Job Purpose: Assist in the Monitoring and Evaluation of project programs and activities.

Duties and responsibilities
  • Design and maintain a monitoring and evaluation system that incorporates the effective monitoring of inputs, outputs, effects and impacts;
  • Collect, compile and analyze the data, in a timely manner, regarding different activities against envisaged project objectives;
  • Document performance of the project against targets with special responsibility to qualitative and quantitative indicators and ensure reporting requirements are met;
  • Establish a framework for involving beneficiary communities in the M&E process and internalizing beneficiary feedback in project implementation path;
  • Provide guidance and training on M&E concepts and tools to project stakeholders;
  • Lead surveys/information collection for impact assessment of project activities;
  • Supervise M&E staff for inspection of field activities for ensuring adoption of specified standards for monitoring;
  • Coordinate compilation of project work plans, budgets and progress reports
  • Participate in the organization of various meetings and workshops.
  • In liaison with Project Manager analyze and document project results and impact, compile all reports to OSS, GoU and other different stakeholders;
  • Prepare periodic progress reports.
Qualification and Experience:
  • A minimum of Bachelor’s degree in Statistics, Economics or relevant field from a recognized university;
  • A minimum of postgraduate diploma in monitoring and evaluation is required.
  • At least 5 years’ experience in designing and/or implementing data collection and data management systems; and knowledge of Logical Framework and other strategic planning approaches.
  • Demonstrable work experience with development projects where statistical
    analysis skills, impact evaluation, performance evaluations and M&E training have been applied;
  • Experience in environmental and social safeguards management and Gender issues
  • Experience in working with Government and Local Government M&E systems;
  • Excellent oral and written communication skills and creative thinking personality;
  • Proven experience in implementing donor funded programs is an added advantage;
  • Computer skills (proficiency in Microsoft Office Applications such as Excel, Power Point, and Access)
