Post Title: Consultant /Post-Partum Family Planning Protocols and MEC Wheels in Wakiso, Mubende, Hoima, Katakwi and Gulu

A. Functions
In close collaboration with National Professional Officers: Family and Reproductive Health (FRH), Child and Adolescent Health (CAH), Health Systems Strengthening (HSS) , Data Manager and other relevant technical officers in the WHO Country Office, Uganda together with the Ministry of Health and Quality of care Network partners in Uganda, the technical officer will Perform the following tasks in the following areas: The consultant will document the progress made in Uganda to integrate post abortion and postpartum family planning services and the extent to which the service protocols are being used in the districts.
Specifically, the work will involve-
  •  Develop a questionnaire to collect data (quantitative and qualitative) during facility survey to assess the use of the Post-Partum Family Planning Protocols and use of the Medical Eligibility Criteria Wheels.
  •  Conduct a survey of 20 facilities where PPFP protocols were introduced.
  •  Analyze the data collected to demonstrate change in current practice since training
  •  Prepare country report on progress made based on the findings including challenges and facilitators in implementing the new protocols. Identify the key facilitators to help scaling up the intervention in the country
  • Document the findings/progress as manuscript to be submitted to journal for publication.
  •  Make presentation to the Family Planning Technical Working Group and FP implementing partners to inform programming
  • Analyze the data and prepare a report in the form of a manuscript to be submitted to an international journal.
  •  Evaluation Report on the effectiveness of use of the Post-Partum Family planning protocols and the Medical Eligibility Criteria Wheel.
  • The report should detail out the status of Implementation of the Post-Partum Family Planning and Post Abortion Family Planning protocols as well as the use of the MEC wheel for provision of FP services in the targeted health facilities which will be shared with the ministry of health, WHO AFRO and WHO headquarters.
  • Technical Supervision
    The selected Consultant will work under the supervision of: National Professional offi cers; Family Health and Population, Child and adolescent health and Health systems strengthening
  •  Perform any other duties assigned by the WR

D. Education and Professional Training Qualifications or Specialized Knowledge/ Experience Required
  •  Advanced university degree (Masters) in Obstetrics and Gynecology; OR a Masters of Public health with extensive hands-on clinical experience in the area maternal and family planning.
  •  Excellent knowledge and understanding of quality improvement approaches.
  •  Excellent command of English required and very good writing skills.
  •  Ability to work in an international environment and under tight deadlines.
Desirable skills and experience
  •  At least 5 years’ proven experience in implementing family planning programs in Uganda or internationally.
  •  Experience in data analysis and report writing to disseminate key data and fi ndings to both technical and non-technical audiences.
  •  Monitoring and evaluation skills and experience in Reproductive, Maternal and Newborn Health.
Desirable: Must have a good understanding of the Uganda Health System and Quality of Care work.
F. Languages required
Profi ciency in written and spoken English.
