JOB DETAILS:
The city of Kampala has undergone a period of rapid urbanization in the last twenty years that has enabled year on year economic growth. However, this has also posed • challenges to the city and contributed to the degradation of the city's essential natural resources, 40% of the population now live in informal settlements. Developed land has more than doubled in 20 years, predominantly in productive wetlands. 35% of generated solid waste, is not properly removed and ambient air quality has deteriorated significantly. Kampala's industrial wastewater is largely unregulated and is discharged into storm water channels and wetlands, flowing ultimately into the Inner Murchison Bay of Lake Victoria and thus polluting the freshwater resource of the city
Next to these existing challenges, industrial growth plans for Kampala, in accordance with the National Development Plan II, will pose further challenges on the city. Increased demand for water and energy infrastructure wastewater treatment air pollution and industrial solid waste handling. Heavy investment in environmental and water resources management will be required.
The GIZ International Water Stewardship Program (IWASP) has been operational in Uganda since 2013 and is implementing several successful partnerships aimed at improving water security Wasp has partnerships with companies in the agriculture, food and beverage, and oil and gas sectors, as well as a cooperation with the Kampala Pollution Control Task Force (PTF) with DWRM, KCCA, NWSC NEMA and UMA. Within the framework of WaSP and the PTF, GIZ is supporting the development of a Water Security Action and Investment Plan (WSAIP) The WSAIP is. a highly participatory stakeholder empowerment process delivering a multi-stakeholder owned plan to improve Greater Kampala's water security with the commitment of stakeholders to implement that plan. The WSAIP will be delivered through three core work packages. Work Package : 1. Development of the WSAIP = partners will work with a team of both International and local consultants not only to facilitate these processes but also to acquire capacity to continue undertaking such assessments and studies in the future. Work Package 2i Strengthening awareness and stakeholder mobilisation. Work Package 3: Catalysing water security and development projects.

A. Key Responsibilities
The Technical Advisor is responsible for;
- Ensuring delivery of the three core WSAIP work packages above.
B. Specific Tasks 1.
General WSAIP outputs :
Situation analysis and model development; scenario development; socio-economy analysis, multi-criteria assessment; prioritised investment concepts. Focus on. water resources and water security.
2. Enable partners to have capacity to sustain assessments, studies and information systems through for example:
• Partners information systems allows and or produces live and interactive information products..",".
• Knowledge, skills, methods, tools, equipment etc institutionalized within Partners.
3. Ensure components of WSAIP are institutionalized
• At least 1 Sub/micro Catchment Management Plan for GKMA is . developed as a result of the WSAIP.
• Utilising capacities developed during the planning process, partners develop operational links with other stakeholder to effectively facilitate the implementation of the WSAIP
• At least 2 Multi-stakeholder projects developed.
• Partners information systems allows and or produces live and interactive information products. Knowledge, skills, methods, tools, equipment etc institutionalized within Partners. 3. Ensure components of WSAIP are institutionalized

Required qualifications, competencies and experience Qualifications
• University education (minimum Master's degree) in technical / engineering (water/water resources management/ environment/natural resources) or related field. Professional experience
• At least 5 years of relevant professional working experience with Government agencies or local government and building partnerships with private sector and civil society.
• Must have a strong background in in the field of water security.
• Previous experience with donor reporting, especially DFID, is an asset. Other knowledge, additional competences
• Holistic/integrated thinker, ability to integrate different expertise (hydrology, water resource management, economics, urban planning), and to think "outside the box" regarding environmental solutions for the public and private sector.
• Strong organisational and analytical skills and ability to work well under pressure with minimal supervision,
• Strong communication skills and the ability to mediate between conflicting interests.
• Ability to effectively transfer skills and knowledge.
• Openness to share information and knowledge ("excellent communicator") Good working knowledge of ICT (related software, phone, email, the internet) and computer applications (e.g. MS Office databases).
• High degree of self-motivation and team spirit in multi-cultural and inter-disciplinary team
• Excellent knowledge of written and spoken English language. Willingness to upskill as required by the tasks to be performed.
• Ability to travel frequently to different regions within Uganda.
