JOB DETAILS:
The German Ministry for Economic Cooperation and Development has commissioned the Gesellschaft für Internationale Zusammenarbeit (GIZ) with the Programme “Strengthening Governance and Civil Society in Uganda”. The main objective of the programme is that selected state and civil society actors in Uganda are in better position to work towards the compliance with human rights and governance principles (transparency, accountability, efficient and effective management and political participation) in their respective areas of responsibility. Structurally, the programme focuses on 3 main components: 1) Strengthening External Audit 2) Strengthening Human Rights and 3) Strengthening Civil Society. Under component 2) Strengthening Human Rights, GIZ is seeking an advisor on human rights and governance. The main objective of the Component is to achieve that selected key stakeholders as well as other government institutions and civil society actors are in position to strengthen human rights, in particular those of vulnerable groups. The Human Rights Component focuses its support on fostering the Human Rights Based Approach within the National Planning Authority (NPA) in Uganda; further support to the regional structures of the Uganda Human Rights Commission (UHRC); and provide assistance to the institutional and capacity development of the Equal Opportunities Commission (EOC); potential partners involved in the implementation of Agenda 2030 such as Uganda Bureau of Statistics (UBOS); as well as supporting selected civil society organisations in promoting Human Rights in Uganda; in particular for minorities and vulnerable groups.
Under the component Strengthening Human Rights, GIZ is also seeking an advisor on digitalization and human rights to support the project “Human Rights Protection in a Digital Age”.”. The project is part of a special initiative by the German Ministry for Economic Cooperation and Development (BMZ) called “Digital Africa”. The initiative seeks to make digitization part of the development cooperation and to achieve the SDGs even faster. The project will be implemented in line with the Principles for Digital Development and in cooperation with a civil society organisation based in Germany and national implementing partners.
Job Title: Advisor on Digitalization and Human Rights Strengthening Human Rights in Uganda

Key Responsibilities
The Advisor on Digitalization and Human Rights is responsible for;
• Overseeing the project implementation of the project “Human Rights Protection in a Digital Age”
• Coordinating project activities with other activities in the overall “Strengthening Governance and Civil Society in Uganda” programme.
• Monitoring and reporting on project activities.
• Research, awareness raising and knowledge management on digitalization, digital approaches and human rights.
Specific Tasks
The advisor performs the following tasks:
Oversee the project implementation
• Liaising with the implementing organisations and project partners.
• Providing technical advice to implementing organisations on digitalization and human rights.
• Conducting regular meetings and exchange with the implementing organisations in Uganda
• Maintaining regular contacts (digital) with the implementing organisation in Germany
• Support the implementation of activities in cooperation with the implementing organizations
Coordination with GIZ Programme
• Regular meetings with the other advisors of the human rights component and the thematic coordinator governance.
• Coordination of the engagement with partners from both projects.
Monitoring and reporting
• Monitoring of the project progress.
• Support the reporting to BMZ about the progress of the project.
Research, awareness raising, knowledge management
• Conduct research and draft policy briefings on digitalization and human rights.
• Liaise with GIZ colleagues internationally and foster knowledge and exchange on digitalization and human rights.
• Inform and train partners and GIZ staff on relevant developments on digitalization and human rights in the context of development cooperation.
Other duties/additional tasks
• Performs other duties and tasks at the request of the head of component.
Required qualifications, competencies and experience
Qualifications
• Degree in a relevant field, preferably in Law, Social Science, Development Studies, IT, Communication/ Media
Professional experience
• Minimum 5 years’ professional experience in working with civil society organisations, international organisations or private sector in the field of digitalization and human rights.
• Strong working experience with civil society organisations or governmental institutions.
• Excellent written and oral English language proficiency is required.
• Knowledge of German language is an added advantage.
• Proven experience in the area of digital development and applications.
• Project management experience.
Other knowledge, additional competencies
• Digital mindset and knowledge of digital communities in the projects’ scope of work.
• Good working knowledge of ICT, including solid knowledge on different operation systems. programs and applications used for communication, project management, editing, design, web access etc.)
• Strong organisational, analytical and management skills.
• Active, flexible and dynamic team player and excellent networker.
• Excellent writing, communication and coordination skills.
• Willingness to upskill as required by the tasks to be performed.
