JOB DETAILS: contributing to the sectoral implementation of its Nationally Determined Contribution (NDC) under the Paris Agreement through Climate Smart Agriculture (CSA). Thus, the project (ProCSA) contributes to measures and actions to which Uganda committed when it signed “The Paris Agreement” in April 2016. The overall objective is to strengthen the rural population of selected districts and sub-counties in northern Uganda against the effects of climate change and support poverty reduction. The project anticipates three results areas:
Result 1: Enhanced actions of national and local governments and other stakeholders for mainstreaming CSA in local planning processes; Result 2: Applied CSA practices among smallholder farming communities; Result 3: Enhanced Awareness and capacities on MRV in the agricultural sector.
GIZ is now recruiting three (3) technical advisors to provide technical guidance and capacity building to six selected districts in Northern Uganda.

Key Responsibilities
The Technical Advisor is responsible for;
● Adequate communication and visibility of the implemented project activities in line with GIZ and EU standards.
● Support to the Implementation of the Communication and Visibility plan.
● Production and dissemination of specific CSA and other project related knowledge products.
● The Knowledge Management system of the project as part of the overall Knowledge Management system of PRUDEV.
In this context the professional advisor performs the following tasks:
Specific Tasks
Core Scope of tasks
● Establish a communication concept for the project.
● Communicate achieved results to different target groups (e.g. Farmer, Ministries, EU, GIZ).
● Develop and disseminate public relations materials that increase the visibility of the project among stakeholders and partners.
● Document and communicate best practices and lessons learned emerging from implemented CSA measures and other related project activities in close cooperation with technical advisors.
● Support the technical advisors in the design and development of training material on different thematic aspects related to agriculture and climate change.
● Ensure that respective pictures are available, which present the core messages of the communication concept of the project.
Networking and cooperation
● Coordinate and provide hands on technical support for knowledge and information sharing events for CSA related events.
● Design an awareness raising campaign for DLGs and other local stakeholders on climate change impacts, adaptation to climate change and CSA.
● Organize press information tours with journalists.
● Ensure an adequate and up to date social media and internet presence of the project.
● Regular contact and dialogue with local media.
Knowledge management
● Develop and disseminate relevant Knowledge Products (information leafl ets, guidelines, factsheets, brochures, videos, radio, pictures).
● Support the preparation of various project reports including annual reports and contribute to the other reports required by the programme manager, GIZ Head Office and EU.
● Support to the project staff in the digital file management according to the rules of GIZ.

Required qualifications, competencies and experience
● University degree (equivalent to BA or Master’s degree) in any of the fields such as Communications, Journalism, Public Relations or related field.
Professional experience
● At least 3 years of progressive and relevant professional experience in comparable organisation.
● Must have a strong background in the field of Agriculture, Climate Change or related field.
Other knowledge, additional competences
● Excellent written and oral communications skills in the English language is a must.
● Profound knowledge, expertise and practical experience in knowledge management.
● Must have hands on experience with web-site maintenance, graphic design tools and publication tools.
● Ability to explain complex concepts in a clear and concise manner.
● Proven administrative, organizational and management skills.
● Attention to detail and diligent and pro-active work approach and method.
● Networking and ability to work within a team and independently
● Very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).
● Knowledge of Luo is an asset.
● Good knowledge of the Northern region of Uganda
● Flexibility and willingness to travel to the Northern region of Uganda.
● Willingness to upskill as required by the tasks to be performed.
