GIZ-RELAPU is a bilateral project of the Republic of Uganda and the Federal Republic of Germany funded by the German Ministry of Economic Cooperation and Development (BMZ). RELAPU aims “to improve access to land as a key precondition for poverty and hunger reduction in rural areas for certain population groups, especially for women and marginalized groups, in Central and Eastern Uganda”. GIZ-RELAPU received co-funding by the European Union for the implementation of a project component on Improvement of Land Governance in Uganda on private Mailo in the districts of Mubende, Kassanda and Mityana in Central Uganda.
GIZ is recruiting a Field Expert on Land Management and Tenure Data Quality Assurance with a strong understanding of the cultural and social context in Central Uganda region in particular with regard to private Mailo land tenure.. .

A. Key Responsibilities
The Field Expert on Land Management and Tenure Data Quality will be responsible for;
 Liaising with government and non-government partners involved in the land inventory process.
 Conducting capacity building trainings on user rights data capture, storage, processing and transfer/sharing for the user rights documentation teams and project partners using IT (equipment and open source software) and GNSS technologies
 Ensuring that the quality of data on user rights is checked, improved where necessary and maintained.
 Monitoring and evaluating of the quality of data delivered by the implementing partners.
 Ensures that project user rights documentation procedures are adhered to by the project partners.
 Preparing and evaluating tenders for user rights documentation contracts.
 Provision of technical and policy advice on Mailo land rights and conflict resolution processes, including training provision.
 Liaises with the expert on capacity development with regard to the equipping of partners for user rights data capture and data management
 Liaises with the expert on land management and organization with regard to the recruitment and deployment of user rights documentation teams
 Liaises with other project staff in undertaking village user rights map displays and distribution of Land Inventory Protocols (LIPs)
 Knowledge management with respect to user rights documentation process
 Any other responsibilities that may be assigned by the project Team Leader. The Field Expert on Land Management and Tenure Data Quality performs the following tasks:
o B. Specific Tasks
o Provide technical support to user rights inventory teams
 Works closely with project implementing partners in Mubende, Kassanda and Mityana districts as well as the Ministry of Lands, Housing and Urban Development in setting up processes and procedures for quality control of data generated from the field.
 Training and support of partners on land user rights data capture CRISP software, data quality control and data management using open source GIS (QGIS)
 Technical advice to partner organizations from civil society organizations, traditional authorities, private investors and representatives on land management, land user rights inventory and data quality.
 Coordinate the process of user rights data capture and transfer from and to the different project partners.
 Coordinate and supervise the process of processing and issuance of Land Inventory Protocols/documents to tenants.
 Negotiation, management, supervision of tenders with partner organizations for land user rights documentation activities.
 Enhance collaboration with other partners and projects working on lands issues
 Ensure focus is given to rights of women and marginalized groups during user rights documentation.
Other duties/additional tasks
• Support in identifying capacity needs and gaps among project partners.
• Supporting the Expert of Monitoring and Evaluation on results-based monitoring and the identification of knowledge products.
• Ensuring regular and timely reporting on project progress, innovations and results
• Mainstreaming gender sensitive approaches
• Other duties and tasks at the request of the project team leader

Other knowledge, additional competencies
• Good working knowledge of ITC technologies and related software (GNSSS, GIS) and computer applications including open source GIS
• Strong understanding of cultural and social context in Central Uganda region in particular with regard to private Mailo land tenure
• Experience on gender mainstreaming and results-based monitoring
• Active, flexible and dynamic team player and excellent networker
• Good writing skills
• Excellent communication and coordination skills
• Experience in workshop organization or events management

• MSc in Geo-informatics, Geomatics and land survey
• Degree in Information Technology or relevant field

Professional experience
• Minimum 3 years’ professional experience in land management, data and IT management in Uganda, including internships, held
• Work experience in Mityana, Kassanda, Mubende or regions with Mailo land tenure would be an asset
• Very good knowledge of English and Luganda.
