Action for Health Uganda (A4HU) is a youth empowerment organization dedicated to mainstream young peoples’ engagement in socio-economic development and promoting Sexual and Reproductive Health and rights (SRHR).
A4HU was registered in October 2017 as a new entity to take over the operations of DSW (Deutsche Stiftung Weltbevoelkerung) in Uganda. For the past 18 years DSW has supported the implementation of a portfolio of projects to improve sexual and reproductive health of young people in Uganda.
We strive to empower young people for a healthy future through capacity development programmes by supporting youth empowerment centers (YECs) and youth clubs in capacity development and organizational management. This includes enhancement of: leadership, group management, life skills and sexuality education, entrepreneurship and business development We further strengthen the capacity of health workers from selected health facilities to provide routine quality youth-friendly integrated SRHR and family planning services. Action 4 Health operate mobile rural outreach services using its Youth Truck, which give access to information and training to vulnerable young people in hard-to-reach areas and supporting the peer-led outreach events.

Human Resource & Admin Manager The Human Resources & Admin Manager is part of the A4HU Finance & Administration team and department. (S)He works closely with the CEO to ensure the effective and efficient implementation of organizational objectives within his/her area of responsibility. (S)He also cooperates closely with all other departments to effectively link to the strategic goals of the organization
Job Purpose
• To Facilitate the development, update and guidance on the overall implementation of various Human Resource and Administrative Policies, & Strategies, Systems and Procedures, to facilitate the realization of the organizational objectives.
• To ensure that appropriate staff are recruited, placed, developed and retained within the organization in tandem with the Policies and Procedures in line with the Terms and Conditions of Service. .

Key Duties/ Responsibilities
Organizational Development
• Develop, update and guide the overall implementation of various Human Resource and Administration Policies, Strategies, Systems and Procedures to facilitate the realization of organization objectives;
• Manage and coordinate Organizational Development and Change Management in line with the Corporate Strategy;
• Develop and implement the Staff Development Plan;
• Initiate, design and effect appropriate recruitment, selection, and placement Policies and Procedures in line with the Terms and Condition of Service;
• Advise the lines managers about systemic organization development in regard to Administration and HR, assure the adherence of administrational working processes
• Support the lines Managers in the implementation of organizational policies and procedures regarding Administration and HR (incl. employee safety, welfare and grievances)
• Support in developing training and coaching programmes. Management
• Develop, manage and coordinate the Performance Management Process and instill a Performance Culture amongst staff;
• Develop and implement cost effective fleet management and asset management systems and procedures that support the realization of strategic objectives of the Organization;
• Develop and Monitor the implementation of the section of Administration and Human Resource Plans and Budgets;
• Develop need based management and Leadership Development Programmes in line with the organizational strategy and objectives;
• Coordinate and assure the compliance with official regulations and laws regarding HR policies and administrative procedures
• Coordinate the implementation of administrative and HR related services, policies and programs (incl. recruiting, contracts, logistics, procurement etc.)
• Coordinate and monitor the Administration and HR staff including the development of clear goals and targets
• Provide technical support to the CO administrative and HR staff Operational
• Monitor and enforce standards of services delivery for outsourced, contracted providers;
• Oversees Staff Performance Appraisal throughout the organization
• Represents the section of HR and Administration in Management meetings.
• Spearhead the development of the Annual Work Plan & Budget for Human Resource and Administration unit of the organization.
• Ensure that resources (Financial and Physical assets) entwisted to you are utilized in a prudent and transparent manner.
• Perform any other duties as may be assigned
