JOB DETAILS:
The European Union Emergency Trust Fund (EUTF) and the German Ministry for Economic Cooperation and Development (BMZ) have commissioned the Gesellschaft fiir lnternationale Zusammenarbeit (GIZ) with the programme “Supporting Refugees and Host Communities in Northern Uganda". The main objective ol the programme is the improvement of the inclusive socio-economic development of refugees and the host population within the three districts of Northern Uganda, namely Arua, Adjumani and Moyo, which are amongst the districts with the highest percentage of refugees. The programme combines the support to the district local government structures, efforts to create income and employment and the support for agricultural activities.
GIZ is recruiting the following positions to support the improvement of the inclusive socio-economic development of refugees and the host population within the three districts of Northern Uganda.

Key responsibilities
The expert is
• Managing "an area of responsibility that forms part of the programme objectives, team agreements and/or agreements with the superior
• implementing daily operational aspects of all issues related to the project
• Assisting programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
• Cooperating closely with government offices at district level, development and humanitarian partners, private sector, educational institutions and community-based organizations
• Assisting project/programme initiatives to provide professional advisory services to and cooperate with a broad range of target groups
• Exchange knowledge and learnings with other stakeholders in the sector (e.g. by participating in technical working groups), and draw on existing evidence to improve the quality of the project activities
• Support management of value-chain and MSME s activities with the aim to generate employment
• Support implementation of entrepreneurship support measures.
The professional expert performs the following tasks:
Specific Tasks
Coordination and monitoring tasks
• Assists and monitors the development and implementation of Project/programme plans and activities in close consultation with counterparts
• Conceptualizes, plans and implements workshops, seminars and other events on issues connected with the project/programme's area of activity
• Assists strategic project management, including project conceptualization, planning, implementation, monitoring and evaluation, quality assurance, communication and documentation
• Supports tender procedures (prepares tender specific documents, evaluate documents, contracts)
• Support MM’ of project activities, outputs and outcome
Networking and corporation
• Exchange knowledge and Iearning with other stakeholders In the sector (e.g. by participating in technical working groups), and draw on existing evidence to improve the quality of the project activities
• Conducting necessary assessments in collaboration with relevant private and public stakeholders. This includes Impact assessments on local economies and surveys that help to inform interventions and identify investment and funding opportunities that enhance the economic Inclusion of South Sudanese refugees and host communities
• Complies the relevant information for joint activities and assignments Supports cooperation, regular contact and dialogue with partners, assists with PR work and cooperates with host communities and refugees, relevant organisations, non-governmental agencies and individuals in the project/programme environment and with other projects to improve and maintain good working relationships
• Communicates local interests and efforts, fonuards these to project team and encourages sharing ideas and information for the benefit of the project/programme
• Support with investment opportunities identification in the priority value chains of the Project region.
Knowledge management
• Ensures knowledge transfer to project/programme information
• Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
• Draws up reports and presentation documents Prepares appropriate input for various project/programme reports including annual reports and contributes to other reports required by the programme manager, the EU and GIZ Head Office.

Qualifications
Advanced university degree (at least Master's degree) in a relevant field (tor example economics, finance, trade, business studies, law or similar) or equivalent professional qualifications and/or experience.
Personal experience
• At least 8 years of relevant professional working experience
• A minimum of 6 years of demonstrated experience working on programmes in private sector development, business environment reform, investment promotion

• Solid understanding of the Ugandan labour market and its dynamics
• Understanding of, and practical experience in business capacity development of SMEs & entrepreneurs.
• Knowledge of the recent trends for private sector development and investment creation among domestic and international actors in Uganda
• Previous experience in formation of value chain investments and alliances, public-private alliances, or similar
• Experience in working for donor agencies, non-governmental organizations, or other international organizations is an advantage
• Familiar with the Requirements for a Comprehensive Refugee Response (GRRF) in Uganda
• Strong organizational and analytical skills and ability to work well under pressure, with minimal supervision and in remote areas

Other knowledge, additional competences
• Good working knowledge of ITC technologies (related software, phone, tax, email, the internet) and computer applications (e.g. MS Office)
• Fluent English, Madi and/or Lugbara language skills are a very strong asset
• High degree of self-motivation and proven ability to work independently under limited supervision and tight deadlines. Ability to multitask and work collaboratively in multidisciplinary and multicultural teams ‘

• Creative thinking and problem-solving ability
• Willingness to upskill as required by the tasks to be performed — corresponding measures are agreed with management
• Willingness to travel regularly Working Conditions
• Will work in both an office environment and in the field and will work a standard workweek
• Has to have flexibility in working hours as some work will happen outside the standard work week (as official travels).
