University Research Co, LLC (URC), a US-based public health organization working in Uganda since 2005, is implementing the USAID's Regional Health Integration to Enhance Services in East Central Uganda Activity (USAID‘s RHITES EC). The purpose ofthis project isto support implementation of a comprehensive, integrated investment in regional health, HIV/AIDS and nutrition assistance. This five-year activity targets 2 districts in East-Central Uganda with an estimated total population of 4.1 million through a district-based integrated package of quality health, HIV/AIDS, nutrition and child development servicces. URC is seeking a qualified candidate to fill the following position;
Position: Human Resource Officer
Human Resources Officer is responsible for managing the human resource function for the central based technical and administrative staff for the Project. He/she will be responsible for managing the recruitment and selection process, staff contracts, benefits, and payroll in compliance with USAID and URC regulations.

Responsibilities: a) Oversee the implementation of the URC Uganda Human Resource management standard operating procedures b) Develop and manage contracts, files, and payroll processes for project staff; c) Ensure adherence to local labor laws and practices and support staff enrollment in local benefit plans as appropriate; cl) Tasked with advising management on local labor law related issues and changes thereof e.g. review of URC HRM SOP; e) Serve as primary point of contact for the staff medical and group personal accident insurance sen/ice providers. This includes ensuring that all staff are covered at all times while on URCI RHITES EC employment; f) Coordinate recruitment process g) Facilitate orientation of new employees and ensure that the URC and USAID rules/ policies/procedures are well understood by all staff, providing guidance as necessary; h) Coordinate the staff appraisal and performance evaluation process; i) Facilitate the separation of employees due to resignation, termination and ensure that all the necessary exit documentation is completed;

Required Experience and Qualiļ¬cations: a) Bachelor's degree in Human Resource Management, Organizational/lndustrial Psychology Organizational Development or other relevant field in Human resources; b) A post graduate qualification in a related field is an added advantage; c) 5-7 years’ experience working in an NGO or business environment with demonstrated Human Resources Management experience and high level of responsibility and integrity; d) Demonstrated ability to work in teams;

Desired Attributes: Ability to multi- task in a high-paced environment; demonstrated interpersonal and teamwork skills with ability to lead multi-disciplinary teams; excellent organizational, oral and written communication skills; Proficiency with MS Office Suite, with excellent MS Word and Excel skills
