Background
REA is implementing the Electricity Connections Policy(ECP) whose goal is to increase electricity access fromthe current 20% to 60% by 2027. The ECP was designedto address the major challenges that have kept electricityconnections low and hence enable acceleration ofconnectivity throughout Uganda. The ECP targets toachieve a minimum of 300,000 connections per year inorder to achieve this goal. The connections will be madeby the licensed electricity distribution companies. Theseinclude: Umeme Limited, Kilembe Investments Limited,Bundibugyo Energy Cooperative Society Limited,Kyegegwa Rural Electric Cooperative Society Limited,Pader –Abim Multipurpose Electric Cooperative SocietyLimited, West Nile Rural Electrification Company,Kalangala Infrastructure Services and Uganda ElectricityDistribution Company Limited. Operationalization of the ECP.
As part of the strategies to achieve the connectiontargets, REA is rolling out marketing and mobilisationactivities that will support the realisation of theconnection numbers. REA therefore seeks to engage aMarketing Specialist to plan, coordinate, implement andsupervise marketing and mobilization activities.REA is seeking to recruit individuals of highintegrity, dedication and commitment for thefollowing positions whose details can be viewedand obtained on the Procurement Notice Boardat REA Offices on www.rea.or.ug
Marketing Specialist – Long Term (1 Position)
Main Purpose
• The Marketing Specialist will support REA inimplementation of the marketing and mobilisationactivities for connections under the ECP. He/She willsupport the planning, coordination, implementation andmonitoring of the marketing activities to enablerealisation of the connection targets under the ECP. .

Scope of the assignment and Key
Responsibilities
• The Marketing Specialist will work at REA’s ConnectionsDepartment, together with other ECP implementingagencies, distribution companies and the marketing firmin planning and implementing the marketing andmobilization initiatives/campaigns.
• Work with Service Providers and consultants todesign appropriate marketing strategies, plan andexecute marketing and mobilization activities tosupport effective implementation of the ECP.
• Prepare work plans and budgets for marketing andmobilization activities for REA and Electricity ServiceProviders.
• Plan, prepare and manage the publication of promotionmaterial.
• Plan, implement and manage marketing and promotionevents throughout the country.
• Periodically evaluate the effectiveness of all marketingand promotion activities and make appropriaterecommendations.
• A marketing plan for the next 6 months before amarketing firm is brought on board. A draft marketingplan will have to be delivered.
• Prepare monthly, quarterly and annual progressreports indicating the number of marketing andmobilisation activities undertaken and the likelyimpact. The report should also indicate the challengesand planned marketing and mobilisation activities forthe following period.
• Ensure synergy and consistency in the planning andimplementation of activities with the different playersunder the ECP.
• Support REA in engagement and management ofexternally sourced marketing and promotionconsultancies, among others:
• Preparation of Terms of Reference; Ensuring that marketing and promotion activitiesare carried out in accordance with the contractsand within agreed timelines.
• Ensuring compliance with safeguard, fiduciary andother requirements for marketing and promotionactivities.
• Preparation of progress and assessment reportsand updates as required.
• Carry out any other relevant activities to supportimplementation of the ECP.

Qualifications and Experience
• A Bachelor’s degree in marketing or communicationsMaster’s degree in marketing, communications,management, business is added advantage.
• Possession of and membership to professional bodiessuch CIM will be an added advantage.
• At least 5 (five) years’ experience in planning,implementation and coordination of mass marketingand mobilisation initiatives including rural areas.
• Experience in designing marketing strategies, materialsand messages for given target groups and the publicwill be critical.
• Highly motivated, innovative, pro-active andcommitted team player.
• Excellent written and verbal communication skills.Fluency in English.
• Excellent report writing skills.
• A high level of interpersonal and management skillsand ability to work with teams in the organisation atall levels.
• Must be able to work under pressure and tightdeadlines.
• Computer knowledge and skills in MS Word, MS exceland internet/email is a mandatory requirement.
• Proven integrity and confidentiality in handling publicresources.
• Period of performance
• The assignment shall be for a period of 2 (Two) Yearssubject to probation period of 6 (Six) months, andrenewable subject to satisfactory performance.
Reporting:
• The Marketing Specialist shall report to the Manager,Connections Department.Duty Station:
• The Marketing Specialist position will be located inKampala with frequent fieldwork countrywide
