Context The German Ministry for Economic Cooperation and Development (DMZ) has commissioned the Gesellschaft für Internationale Zusammenarbeit (GIZ) with the Programme "Strengthening Governance and Civil Society in Uganda", co-funded by the European Union. The main objective of the programme is that selected state and civil society actors in Uganda are in a better position to work towards compliance with human rights and governance principles in their respective areas of responsibility. Structurally, the programme focuses on 3 main components: i) Strengthening Accountability 2) Strengthening Human Rights and 3) Strengthening Civil Society in Uganda Support Programme (CUSP). Under Strengthening Accountability, GIZ works with the Office of the Auditor General COAG), the Inspectorate of Government (IG) and the Public Procurement and Disposal of Assets Authority (PPDA). Through collaborative efforts between the OAG, IG and PPDA the component seeks to strengthen the fight against Corruption and to increase accountability and transparency in Uganda. GIZ is now recruiting 2 (two) Technical Advisors to be the focal person for the cooperation between the GIZ activities in Strengthening Accountability Component (SAC) and the Civil Society in Uganda Support Programme (CUSP) in particular for the coordination of civil society activities in the accountability sector The Technical Advisor shall also work to create a stronger stakeholder (Government, Parliament and Civil Society) engagement of the partners in the collaboration (OAG, IG and PPDA).

Key Responsibilities
S/he will be responsible for:
• Ensure a stronger collaboration through joint trainings and organizational development activities
• Ensuring that the joint trainings of the OAG IG and PPDA address the joint needs of the institutions.
• Support activities for organizational development in the DAG IG and PPDA.
B. Specific Tasks Professional advisory services
• Participate in identifying needs for external support and advice to the partner institutions
• Supports the processes for joint trainings with the OAG, IG and PPDA via the focal persons
• Supports the processes for organizational development in the OAG, IG and PPDA
• Assist in designing terms of reference and supports in the selection and supervision of third parties in course of carrying out project activities
• Participate in the design, preparation and implementation of workshops, seminars and other events for the collaboration of the 3 institutions
• Participate in inter-institutional committees and task forces created within the framework of the collaboration
• Monitor the implementation of interventions, write reports and documents on the progress of joint activities, identify bottlenecks and recommend alternative options to the head
of component Coordination tasks
• Assist with general project planning and develop project concepts.
• Coordinate relevant project activities in consultation with colleagues and in cooperation with the partners, both about implementation and preparing organizational aspects
• Compile the relevant information for joint activities and assignments
• Contribute to handle order management on behalf of GIZ (e.g. offer preparation, impact monitoring, project progress review, reporting.
Knowledge management
• Compile information and ensures knowledge transfer in the team and with partners
• Develop ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
• Draw up and/or prepare reports and present documents.
• Formulate appropriate input for various project reports including annual reports, and contribute to other reports required by the head of component and GIZ Head Office and other stakeholders
• Assist with research activities and studies in accordance with project requirements
Other duties/additional tasks
• Stay updated with GIZ project standards, concepts and state of project implementation as well as with related experts and staff
• Represent the interests and always act on behalf of the GIZ programme/component and GIZ. Undertake further job training related to the position and duties.
• Specific training needs shall be identified, and appropriate trainings selected jointly with the BIZ head of project.
• Perform other duties and tasks at the request of management.

Other knowledge, additional competencies
• Excellent analytical skills.
• Excellent report writing skills.
• Excellent interpersonal and communication skills, in particular ability to summarize complex information in an accessible manner.
• Good command of oral and written English language.
• Excellent Computer skills, in particular advanced word processing, Excel and Power Point.
• Creativity, innovative thinking and the ability to adapt quickly are desirable traits.
• German Language skills are an added advantage.

Required qualifications, competences and experience Qualifications
• University degree (minimum master's degree), preferably in political science or social science. Professional experience.
• More than five years of relevant professional work experience
relating to the thematic areas of governance and accountability .
• Considerable professional experience with or in government institutions.
• Experience in organizational development.
• Experience in coordinating and delivering professional training
