JOB DETAILS:
Context The German Ministry for Economic Cooperation and Development (DMZ) has commissioned the Gesellschaft für Internationale Zusammenarbeit (GIZ) with the Programme "Strengthening Governance and Civil Society in Uganda", co-funded by the European Union. The main objective of the programme is that selected state and civil society actors in Uganda are in a better position to work towards compliance with human rights and governance principles in their respective areas of responsibility. Structurally, the programme focuses on 3 main components: i) Strengthening Accountability 2) Strengthening Human Rights and 3) Strengthening Civil Society in Uganda Support Programme (CUSP). Under Strengthening Accountability, GIZ works with the Office of the Auditor General COAG), the Inspectorate of Government (IG) and the Public Procurement and Disposal of Assets Authority (PPDA). Through collaborative efforts between the OAG, IG and PPDA the component seeks to strengthen the fight against Corruption and to increase accountability and transparency in Uganda. GIZ is now recruiting 2 (two) Technical Advisors to be the focal person for the cooperation between the GIZ activities in Strengthening Accountability Component (SAC) and the Civil Society in Uganda Support Programme (CUSP) in particular for the coordination of civil society activities in the accountability sector The Technical Advisor shall also work to create a stronger stakeholder (Government, Parliament and Civil Society) engagement of the partners in the collaboration (OAG, IG and PPDA).

Key Responsibilities
S/he will be responsible for:
• Ensuring that the OAG, IG and PPDA creates stronger relations to their stakeholders.
• Creating a mechanism in which the OAG IG and PPDA to a larger extent receive feedback from their stakeholders and incorporate it into their work
• Ensure that stakeholders increasingly use the work of the OAG, IG and PPDA to strengthen accountability in Uganda
• Ensuring regular information exchange between the Strengthening Accountability Component and the Civil Society in Uganda Support Programme (CUSP).
• Co-chairing the GIZ internal working group on governance related civil society activities.
• Informing the activities of the Civil Society in Uganda Support Programme in the accountability sector.
• Ensuring alignment of CUSP activities in the accountability sector with the strategic direction of the Strengthening Accountability Component.
• Ensuring thematic coordination of CUSP technical advisors in the governance field based in Kampala, Gulu and Mbale.
B. Specific Tasks Professional advisory services
• Participate in identifying needs for external support and advice, works on policy recommendations and develops a strategic approach
• Coordinates the processes for joint stakeholder engagement with the DAG. IG and PPDA via the focal persons
• Advise on how to engage with and build strong stakeholder relationships of the OAG, IG and PPDA
• Assist in designing terms of reference and supports in the selection and supervision of third parties in course of carrying out project activities
• Participate in the design, preparation and implementation of workshops seminars and other events for the collaboration of the 3 institutions
• Participate in inter-institutional committees and task forces created within the framework of the collaboration
• Monitor the implementation of interventions, write reports and documents on the progress of joint activities, identify bottlenecks and recommend alternative options to the head of component.
Network in the governance field
• Taking the lead in establishing a GZ internal network in the governance field on civil society related activities
• Exchange and share lessons learned with the other thematic coordinators in the governance field, as well as within the Water, Agriculture and Energy sectors.
• Report on civil society related and general relevant developments in the governance field to the Head of Component and the GIZ Heads of CUSP.
Coordination tasks
• Assist with general project planning and develop project concepts
• Coordinate relevant project activities at local level in consultation with colleagues and in cooperation with the partners, both about implementation and preparing organizational aspects
• Compile the relevant information for joint activities and assignments.
• Contribute to handle order management on behalf of GIZ (0.9. offer preparation, impact monitoring, project progress review, reporting).
Knowledge management
• Compile information and ensures knowledge transfer in the thematic area
• Develop ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
• Draw up and/or prepare reports and present documents
• Formulate appropriate input for various project reports including annual reports, and contribute to other reports required by the head of component and CIZ Head Office and other stakeholders
• Assist with research activities and studies in accordance with
project requirements.
Knowledge Exchange.
• Be thoroughly informed about all components, co-funding’s and aligned GIZ programmes regarding the governance field and especially the Accountability Sector.
• Regular and continuous access to the structures of the Strengthening Accountability Component and CUSP to exchange views on their strategic direction and ideas.
• Meet regularly with technical governance advisors from the CUSP to be updated about progress of the Change Projects, including regular travels to the regional hubs in Gulu, Mbale
and the respective CUSP project sites.
• Support a mopping process and identification of actors and future partners in the governance field relevant for civil society related interventions.
Change Projects
• Identify and support the development of Change Projects within CUSP, in close coordination with the Strengthening Accountability Component
• Ensuring alignment with the strategic direction of the Strengthening Accountability Component the accountability sector and the CUSP work in this area.
• Cooperate with the technical advisors, development workers and hub coordinators in the development of the Change Projects and develop a joint monitoring mechanism throughout the lifetime of the cooperation.
Other duties/additional tasks
• Stay updated with GIZ project standards, concepts and state of project implementation as well as with related experts and staff
• Represent the interests and always act on behalf of the GIZ programme/component and GIZ.
• Undertake further job training related to the position and duties.
• Specific training needs shall be identified, and appropriate trainings selected jointly with the GIZ head of project
• Perform other duties and tasks at the request of management

Other knowledge, additional competences
• Excellent analytical skills.
• Excellent report writing skills.
• Excellent interpersonal and communication skills, in particular ability to summarize complex information in an accessible manner.
• Good command of oral and written English language
• Excellent Computer skills, in particular advanced word processing, Excel and Power Point.
• Creativity, innovative thinking and the ability to adapt quickly are desirable traits.
• German Language skills are an added advantage.

Required qualifications, competences and experience Qualifications.
• University degree (minimum master degree preferably in political science and social science. Professional experience.
• More than 5 years of relevant professional work experience relating to the thematic areas of governance and accountability.
• Considerable professional experience with or in civil society organizations, platforms and networks.
• Experience in results-based M&E.
• Experience in results-oriented project management.
• Experience in delivering professional training desirable.
