JOB DETAILS:
The Natural Resources Stewardship Programme (NatureS), funded by BMZ (the German Federal Ministry for Economic Cooperation and Development) and co-funded by UK Aid, is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH ("GIZ") in several countries. Natures promotes corporate natural resources stewardship and multi-stakeholder collective action for more sustainable management of natural resources, especially those resources that are linked to water. NatuReS aims to strengthen and support local partnerships to address shared water-related natural resources risks.
The Kampala Pollution Taskforce (PTF) is one of NatuReS Uganda flagship partnerships. It consists of the Ministry of Water and Environment through the Directorate of Water Resources Management Department, Kampala Capital City Authority, National Water and Sewerage Company, National Environment Management Authority, and the Uganda Manufacturers Association (UMA). Under the PTF collaboration, the NatuReS programme is supporting partner institutions to strengthen collective action for a pollution free Greater Kampala that safeguards water and environmental resources while fostering inclusive growth and prosperity.
As the population and economy of Kampala has grown, so has the waste generated in the city. The amount of solid waste generated now overwhelms the capacity of the city to collect and dispose of it and, as a result, a great deal of the solid waste is simply burnt, dumped or carried by runoff into the drainage channels. Since it’s restructuring in 2012,
Kampala Capital City Authority (KCCA) has worked: to reform the city's informal waste sector and strengthen its supervisory role. GIZ is working to build a plastic bottle recycling partnership under the NatuReS program with various public and private partners.
GIZ is looking for a full-time technical advisor in the field of waste recycling management and business development and partnership building in the plastic recycling sector to support this partnership in
Uganda. Working with specific businesses in the : waste and recycling sector, you will support the sector to establish and implement partnerships with the Ministry of Water and Environment, Local Government, KCCA, local CSOs through value chain development, innovative and inclusive recycling business cases, support design of behaviour change campaigns (BCC), and advising on strategic waste recycling infrastructure investments in the city and other areas.

Key Responsibilities
The successful candidate will be responsible for:
• Support the implementation of the Natural Resource Stewardship (NatuReS) waste and recycling partnership:
• Support the development and implementation of all aspects of partnerships with the private sector, civil society and the relevant governmental authorities
• Support the identification and initiation of value chain opportunities with the private sector; and advice on supporting behaviour change projects and policy developments.
• Support knowledge management as well as good public relations and documentation, both in Uganda and in cooperation with GIZ Headquarters
• Various supports to the NatureS component lead and administrative tasks.
• Implement the monitoring, evaluation (M&E) and reporting activities for Natures partnership

Qualifications
University education (minimum Master's degree) in technical sciences / engineering (waste management/environmental science), social sciences (economics, business administration), or a related field.

Professional Experience
• At least 10 years of relevant professional working experience within the waste and recycling sector, strong relationship management and business engagement skills as well as working experience in Public Private Partnerships
• Experience in working for Non-Governmental Organisations, International Organizations and/ or Donor Agencies
• Excellent organisational and analytical skills and ability to work well under pressure and with minimal supervision. A self-starter.
• Excellent communication skills and the ability to mediate between conflicting interests Experience in working with Government agencies or local government
• Previous experience with donor reporting, especially DFID, is an asset

Other Qualifications, additional competencies
• Strong computer skills (e.g. MS Office, databases
• Ability to effectively transfer skills and knowledge
• Openness to share information and knowledge excellent communicator")
• Team player in multi-cultural and interdisciplinary team
• Excellent written and oral English skills
• Ability to travel frequently to different regions within Uganda, in particular Gulu Ability to think "outside the box" regarding environmental solutions for the public and private sector.
