JOB DETAILS:
Chemonics seeks a Director of Finance and Operations (DFO) for the anticipated USAID Social and Behavior Change for Transformation activity (SBC4T) based in Kampala. Uganda. The purpose of SBC4T is to improve the ability of individuals. households. and communities to adopt priority behaviors through Social and Behavior Change (SEC), which will in turn transform households. communities, and systems for improved health and development outcomes. The Director of Financial Management will oversee financial management for all SBC4T offices in Uganda. This individual will be responsible for managing the budget. funding streams. compliance. operations. local subawards. and related reporting to USAID. She/he will ensure funds expended are compliant with USG regulations and policies. She/ he will implement fraud mitigation practices and ensure systoms and processor; are implemented effectively to support implementation of the award. .

Responsibilities include:
• Oversee financial management. compliance. operations. and logistics for SE-iC4T in Uganda.
• Supervise project finance and administration staff.
• Ensure financial management and operations are compliant with USG regulations and policies. local law. and corporate cost accounting standards and business ethics standards.
• implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of SBC4T,
• Performs other duties and responsibilities as required.

Qualifications:
• Master'sdegree or higher in /Accounting,Finance. Business Administration or a related discipline.
• Minimum 10 years of relevant experience in administrative and financial management of large ($35 million or higher). complex projects of which a minimum of 5 years in the field of internationaldevelopment.
• Certified membership in one of the following: ACCA. CPA (U). and CMA preferred.
• Experience overseeing finance and administration for USAlD or other donor-funded development programs preferred.
• Experience in managing donor-funded procurements and subcontracts/grants.
• Experienced in forensic accounting with preference to either certifications: CFE (Certified Fraud Examiner) or CIA (Certified internal Auditor).
• Strong ability to collaborate and build partnerships with local government representatives.
• In-depth knowledge of USAID regulations and policies
• Demonstrated ability in developing and managing large budgets.
• Demonstrated leadership. versatility. and integrity.
• Professional level of oral and written fluency in English required.
