We are currently seeking qualified candidates for the following positions for an anticipated USAID Uganda Voluntary Family Planning for Improved Health and Development Activity. The main result for this activity will be to increase adoption of healthy Family Planning and Reproductive Health (FP/RH) behaviors which will contribute to long term demographic shifts and thus accelerate Uganda's progress towards its overall development goals. Key intermediate results will include improving leadership and coordination to support FP/RH programs, addressing deep rooted social and cultural practices that negatively impact adoption of FP/RH behaviors, and strengthening provision of comprehensive FP services. MONITORING, EVALUATION AND LEARNING ADVISOR The Monitoring, Evaluation and Learning; Advisor will be responsible for development of monitoring, evaluation, and operational research plans to inform program management and: strategic direction. The duration of the project is five years and the position will be based in Kampala. Recruitment is contingent upon successful award of the project to FHI 360 and final USAID approval of the candidate. .

Key Responsibilities
• Lead the design and implementation of the project's monitoring and evaluation activities, including: development of the project's Performance Monitoring, Evaluation and Learning (MEL).
• Lead the design and implementation of the project's research activities, including operations research, performance evaluations, impact evaluations and/or rapid/ special studies.
• Lead efforts to identify key research questions and develop studies that test innovative strategies for addressing improving the quality and uptake of key services by targeted populations.
• Lead a robust learning agenda, designing and implementing mechanisms for continuous learning, collaboration, and adaptation for project staff, partners, donors, host country government counterparts and other stakeholders.
• Oversee the dissemination of information on successful and promising approaches, lessons learned and other program results to local, national and regional-level intergovernmental bodies, donors, partners and other stakeholders Promote forums

Minimum Requirements
• A Bachelor's degree in public health, epidemiology, statistics, or another related field. A minimum of 5 years of relevant experience in M&E in donor funded projects.
• Strong quantitative and qualitative analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
• Strong skills using MS Excel Word, PowerPoint and Access, and at least one data management software program (SAS, STATA, SPSS, NVivo and experience training others in its use is highly desirable.
• Demonstrated leadership qualities, depth and breadth of technical and management expertise and experience, and strong interpersonal, writing, and oral presentation skills.
• Demonstrated research experience and skills, complemented by experience in collaborating with various types of partners.
• Ability to work independently and manage a high-volume work flow.
• Strong interpersonal, writing and oral presentation skills in English.
